SLED Opportunity · PENNSYLVANIA · PHILADELPHIA HOUSING AUTHORITY
AI Summary
Philadelphia Housing Authority seeks a Tax Credit Compliance Manager to ensure LIHTC and public housing regulatory compliance for multiple developments, providing on-site services, training, and consultative support. Opportunity open Aug-Sep 2026 under NAICS 531311 and 531110 codes.
Philadelphia Asset and Property Management Corporation (“PAPMC”), an affiliate of the Philadelphia Housing Authority (“PHA”), is seeking a Tax Credit Compliance Manager ("TCCM") to ensure that various developments are in compliance with all tax credit and regulatory requirements. Each of the developments is owned by a limited partnership (the "Owner-Partnerships"), which is entitled to Low-Income Housing Tax Credits ("LIHTC"). The developments are further restricted by federal and state public housing requirements. The successful TCCM must prepare and maintain separately each development's files, which shall include public housing eligibility criteria and tax credit compliance criteria. The TCCM shall perform on-site compliance and consultative services and shall work with PAPMC/PHA’s Operations Department. The TCCM shall ensure that all appropriate state, federal, and LIHTC requirements are followed, in order to protect against an event of recapture of tax credits. The TCCM shall also provide consultative services to PAPMC/PHA external and internal staff, including, but not limited to, training, file review and monitoring, and preparation of reports to management and regulatory agencies. The TCCM is NOT expected to perform the annual audits of the developments, but shall assist PAPMC/PHA, and the limited partnerships to complete all required documents. ****Full Scope of Work listed within solicitation****
