    The Jacksonville Transportation Authority (JTA) is soliciting innovative technology solutions through a structured Test & Learn Research & Development (R&D) program. This includes but not limited to the following Areas: Advanced Autonomous Vehicle Operations, Smart Connected Infrastructure, and related Safety Technologies that will be appropriate for the Pilot deployment of the AVs and technology surrounding it in support of the Ultimate Urban Circulator (U²C) Project in the Jacksonville urban core.

    Evaluation Criteria

    • Sunbiz (1 pts)

      Proposers must be in good standing and authorized to transact business in the State of Florida. This shall be verified by being listed as active in Sunbiz.org database.

    • System for Award Management (SAM) (1 pts)

      Proposers must not be listed in the System for Award Management (SAM) as an excluded party.

    • License ( Florida Department of Business and Professional Regulation) (1 pts)

      In addition, all licenses required for Proposers whose businesses and professions are regulated by the Florida Department of Business and Professional Regulation must be active and current at the time of the proposal submission.

    • JTA Cybersecurity Vendor Compliance Questionnaire (1 pts)

      Proposer must complete and provide back the JTA Cybersecurity Vendor Compliance Questionnaire.

    • Business Compliance - Determination of Responsiveness (1 pts)

      The Business Compliance will review all requested DBE/SBE requirements and forms of all proposals for sufficiency then provide to the Procurement Department a Business Compliance Memorandum.

    • Qualification, Experience and Availability of Key Staff   (20 pts)

      General Qualifications: The Proposer will provide examples of recent similar contracts held by the firm to include references. Include an organizational chart for all key staff, identifying the individual staff member’s firms and office locations. Include subconsultants and identify DBE on the org chart.

    • Qualification, Experience and Availability of Key Staff   (10 pts)

      Key Staff Experience: The proposer will include key staff resumes that will accomplish the scope of work. Include relevant work experience on similar scope. Include detail of licensing and certifications. Providing detail of active and completed work experience similar to this scope. Provide any relevant experience specifically with JTA in the last 10 years.

    • Methodology & Work Plan (15 pts)

      Approach & Methodology: The proposer shall explain their understanding of the tasks in Scope of Work. Explain the technical methodologies they propose to adopt and demonstrate the compatibility of those methodologies with the proposed approach. Identify state‐of‐the‐art practices in the industry via examples of similar tasks, projects or studies that they have completed.

    • Methodology & Work Plan (15 pts)

      Task Work Plan: The proposer shall describe their methodology to deliver the program under a task work order and on an as-needed basis. Proposers shall explain how task work order (TWO) requests will be assessed as well as the turnaround time for preparing TWO scope and cost proposals. Proposers shall also explain the process of identifying the appropriate team members to assign to the task and the process of ensuring that all team members will participate in the task assignments over the course of the contract period.

    • Innovation (15 pts)

      Innovation: The proposer shall document their ability to provide innovative solutions to meet the requirements in the scope of work. Describe the firm's approach to integration/compatibility with transit and other mobility options. Describe the firm's experience with innovative ideas/studies/projects.

      Technology: Please explain in detail and where applicable, include associated documentation identifying how the proposed technology will achieve the requests of each applicable section. If the proposed system does not currently provide the following items, please include how the system will incorporate the requested requirements in the future.

    • Quality Assurance & Quality Control (10 pts)

      Quality Assurance/Quality Control: Detail the processes and procedures the proposer has in place to assure quality assurance and quality control including the reporting mechanisms to the Authority and internal process for addressing oversight.

    Submission Requirements

    • Minimum Requirements (required)
      • Proposers must be in good standing and authorized to transact business in the State of Florida. This shall be verified by being listed as active in Sunbiz.org database.
      • Proposers must not be listed in the System for Award Management (SAM) as an excluded party. 
      • In addition, all licenses required for Proposers whose businesses and professions are regulated by the Florida Department of Business and Professional Regulation must be active and current at the time of the proposal submission. 
      • Proposer must complete and provide back the JTA Cybersecurity Vendor Compliance Questionnaire

      Proposers must demonstrate compliance with any other minimum requirements as stated in the Scope of Work and/or Instructions to Proposers. Each Proposal must include a copy of the Proposer's State of Florida Certificate of Status or Good Standing and a copy of all necessary licenses, registrations, or certifications that are required to perform the work.

      Failure to demonstrate compliance may result in being deemed non-responsive.

    • Legal Entity of Proposer /Authorized Signatories (required)

      The Proposal Pricing Form shall clearly indicate the legal name, address, and telephone number of the Proposer and accurately identify the type of legal entity of the Proposer (i.e., corporation, LLC, partnership, joint venture, individual). The Proposal Pricing Form shall be signed by an individual with the authority to bind the Proposer and shall clearly identify (by typing or printing) the name of the authorized representative of the Proposer.  

      Proposers must be registered with the Florida Department of State to engage in business in the State of Florida. If the Proposer is a joint-venture, the Authority will treat the entity as a general partnership for all purposes, and the joint-venture must submit, in addition to the other submissions required herein, evidence of the authority of the individual(s) submitting the venture's Proposal that such individual(s) is duly authorized to bind the venture make all of the required statements, assurances and certifications on behalf of the entity.

      Each other entity submitting a Proposal shall cause the Forms to be signed by its appropriately authorized senior executive officer, manager, or general partner. Submitting a Proposal is deemed to be a representation and warranty by the entity and individual submitting it that such entity has duly authorized the Proposal, and the individual(s) signing such Proposal has the authority to submit the Proposal and make all of the required statements, assurances and certifications on behalf of the entity.
