    Evaluation Criteria

    • 1. Sunbiz (1 pts)

      Proposers must be in good standing and authorized to transact business in the State of Florida. This shall be verified by being listed as active in Sunbiz.org database.

    • 2. License ( Florida Department of Business and Professional Regulation) (1 pts)

      In addition, all licenses required for Proposers whose businesses and professions are regulated by the Florida Department of Business and Professional Regulation must be active and current at the time of the proposal submission.

    • 1. Business Compliance - Determination of Responsiveness (1 pts)

      The Business Compliance will review all requested SBE requirements and forms of all proposals for sufficiency then provide to the Procurement Department a Business Compliance Memorandum.

    • Qualifications and Relevant Experience (15 pts)

      2a. Proposers must submit three (3) references showing at least five (5) years of industry experience demonstrating expertise in managing multi-modal transit advertising programs, including bus, shelter, digital, and naming rights. Past experience must also demonstrate Proven success in maximizing advertising revenue for public transportation agencies or similar public-sector entities.

      The Proposer must submit references using the Past Experience/Performance Reference Forms. References shall be confirmed.

      2b. Proposer must provide proof of financial stability and organizational capacity to support the contract.

      6a. Proposer shall provide pricing for all items outlined in the Price Proposal Form. Proposers with the lowest rate will receive a more favorable score. All proposed pricing is subject to negotiations

      6b. Proposer shall provide a detailed proposed rate card outlining the retail pricing structure they intend to offer advertisers for placements on the JTA assets, including:

       

      • Bus exteriors (wraps, kings, queens, tails)
      • Bus interiors
      • Shelters
      • Street furniture (if added)
      • Digital assets at NAVI stations and inside vehicles
      • Paratransit vehicles
      • Naming right opportunities

      The rate care should also specify:

      • Gross rates, commissions, and discount policies
      • Sell-through assumptions and revenue forecast
      • Any proposed promotional or bundled pricing
      • Supporting rationale based on market comparables

      The JTA reserves the right to review, negotiate, and approve the final rate card prior to contract execution.

      6c. Proposer shall provide annual revenue guarantee for JTA and media trade.

      • Desired Minimum Annual Guarantee (MAG): $1,500,00 per year
      • Media Trade: Minium of $200,000 annually in documented Media Trade Value
      • Revenue Sharing: (40%) or higher of all Gross Advertising Revenues earned in excess of the Minimum Annual Guarantee (MAG).

        Proposer must provide all required forms and certifications found in Section 7 of the solicitation (includes copy of all necessary licenses, registrations, or certifications that are required to perform the work).

        Submission of Financial Proposal and JTA Revenue Requirements:

        • Media Trade Value: Minimum of $200,000    

      Failure to demonstrate compliance may result in being deemed non-responsive.

    • Legal Entity of Proposer /Authorized Signatories (required)

      The Proposal Pricing Form shall clearly indicate the legal name, address, and telephone number of the Proposer and accurately identify the type of legal entity of the Proposer (i.e., corporation, LLC, partnership, joint venture, individual). The Proposal Pricing Form shall be signed by an individual with the authority to bind the Proposer and shall clearly identify (by typing or printing) the name of the authorized representative of the Proposer.  

      Proposers must be registered with the Florida Department of State to engage in business in the State of Florida. If the Proposer is a joint-venture, the Authority will treat the entity as a general partnership for all purposes, and the joint-venture must submit, in addition to the other submissions required herein, evidence of the authority of the individual(s) submitting the venture's Proposal that such individual(s) is duly authorized to bind the venture make all of the required statements, assurances and certifications on behalf of the entity.

      Each other entity submitting a Proposal shall cause the Forms to be signed by its appropriately authorized senior executive officer, manager, or general partner. Submitting a Proposal is deemed to be a representation and warranty by the entity and individual submitting it that such entity has duly authorized the Proposal, and the individual(s) signing such Proposal has the authority to submit the Proposal and make all of the required statements, assurances and certifications on behalf of the entity.
