    Union Public Schools (“the District”) is requesting competitive sealed proposals from qualified vendors to provide comprehensive benefits brokerage and consultation services to the District.Union Public Schools is a public school district located in Tulsa, Oklahoma, serving a diverse employee population across instructional, administrative, and support functions. The District is recognized as one of the only school districts in Oklahoma that directly sponsors and administers its own self-insured medical and dental benefit plans.The District has maintained a self insured medical program for more than 20 years, demonstrating a long-standing commitment to proactive benefits management, cost containment, and plan design flexibility. The medical plan is operated as a non-ERISA governmental plan, subject to applicable federal and state regulations governing public entities.Currently, approximately 1,800 employees are enrolled in the District’s self-insured medical plans, representing a total covered population of approximately 2,600 covered lives (“belly buttons”). The District also sponsors a self-insured dental plan, administered alongside the medical program.In addition to the active employee population, the District manages benefits for approximately 500 retirees. The retiree population is largely enrolled in Medicare Supplement plans, which are administered through Union and supported via group billing arrangements.
