    Description

    SEALED BIDS for JOB NO. 2023-1234 (REBID), PANA’EWA WELLS A & B REPAIR, will be received ELECTRONICALLY and recorded immediately via the Public Purchase System on February 12, 2026, at 1:30 p.m. (HST). All bids shall be submitted electronically via the Public Purchase System, otherwise the bids shall not be opened or considered. Bids received after the time fixed for opening will not be considered. This project generally consists of furnishing all labor, materials, tools and equipment necessary to remove the existing line shaft pumps, vertical hollow shaft motors, and column assemblies; refurbish one (1) vertical hollow shaft motor; install the Contractor furnished line shaft pumps, and vertical hollow shaft motor; install one (1) refurbished vertical hollow shaft motor, existing column assemblies, and all appurtenant materials; chlorinate the wells and pumping assemblies; daily clean-up of the job site at the conclusion of each work day; ensure vibration of well assembly as measured by peak velocity is less than 0.05 ips; complete efficiency tests; and perform all incidental work necessary to complete repairs in accordance with the specifications. A pre-bid meeting shall be scheduled for January 28, 2026, at 9:00 a.m. at the Department of Water Supply’s Hilo Baseyard located at 889 Leilani Street, Hilo, HI, 96720. Please notify the project engineer, Eric Takamoto, (808) 961-8790, by January 24, 2026, to indicate your attendance. Should no notifications be received, the pre-bid meeting shall be cancelled. Site visits shall be by request only. Contact the project engineer to schedule a visit and for directions. To be eligible to submit a bid, the Bidder, or subcontractor, must possess a valid State of Hawai‘i C-57a or C-68 Contractor’s license. Upon registration, forms of specifications, instructions, terms and conditions, and proposal may be obtained from the Office of the Manager-Chief Engineer, through PUBLIC PURCHASE (www.publicpurchase.com), an e-procurement system. Prospective bidders must file with the Manager-Chief Engineer their "Intent to Bid" no later than ten (10) calendar days prior to the time advertised for opening of bids. The original executed and notarized Standard Qualification Questionnaire for Offerors form ("SQQ") provided by the Department of Water Supply is required to be filed with the Manager-Chief Engineer for evaluation no later than eight (8) days prior to the time advertised for the opening of bids unless the bidder has previously filed a Questionnaire within the previous two (2) years of the date of opening of bids. ALL BIDS SHALL BE UPLOADED ONTO PUBLIC PURCHASE ONLY. NO EMAIL OR HARD COPY SUBMISSIONS WILL BE ACCEPTED. Notice & Instructions to Bidders, Official Proposal and Special Provisons must be downloaded.
