The Kenton County Airport Board (“KCAB”) will receive proposals for Parking and Revenue Control System (PRCS) Maintenance.
The current Parking and Revenue Control System (PRCS) is manufactured by Amano McGann and is currently serviced by Evens Time. The successful bidder (“Contractor”) must provide all labor, materials, equipment, and services necessary to maintain the total Amano McGann PRCS network, including the maintenance and service of all hardware, firmware, software components. The Commercial Vehicle Management Software (CVMS) is currently supported by GateKeeper. As the KCAB intends to decommission the Amano McGann PRCS equipment and transition to another system for hardware and software throughout the term of this contract, the Contractor will be required to assist with the planning and execution of the complete decommissioning of the current PRCS.

Each proposal must be accompanied by a bid surety in the form of a bid bond, payable to KCAB in the amount of ten percent (10%) of the proposed annual contract amount. Bonding companies must be rated at least “A” by the latest edition of Best Insurance Reports. Bid surety is forfeited to KCAB if the successful proposer fails to execute a contract within NO VALUE after notification of award of contract.
The successful bidder ("Contractor") must keep the total Amano McGann PRCS components operational at all times.
Contractor must meet the following requirements:
A. Maintenance Service
1. Supply a maintenance technician on-site, who will be the primary contact and will communicate directly with KCAB and KCAB’s third party parking contractor. This technician must provide 40 hours/week of maintenance support for the PRCS. This technician will generally work between the hours of 7:00 a.m. – 6:00 p.m., Monday through Friday, however work hour adjustments may be needed at KCAB’s request to support the system with minimal downtime to KCAB customers.
Provide KCAB with the plan for tracking and monitoring the technician’s time at CVG.
Provide any/all background verification performed on technician. KCAB suggests that the Contractor perform a bi-annual background check of the onsite technician and provide proof to KCAB that the checks were performed.
Provide preventative, routine and emergency maintenance services. These services include inspection testing, necessary adjustments, lubricating and cleaning of parts as recommended by the equipment manufacturer.
2. The Contract price includes the parts and installation of components, parts or software/firmware changes required to replace malfunctioning system elements, upgrades software/firmware to the PRCS, and any other charges associated with maintaining the PRCS. No charges will be incurred for parts or service delivered unless specifically accepted in writing by KCAB. For work agreed that is not covered under this maintenance scope, a quote will be provided and must be approved in advance for payment.
3.Provide certification as an authorized dealer on Amano/McGann PRCS. Bidders must have extensive knowledge in the maintenance and support of the onsite modules associated with the Amano/McGann software, including the Frequent Parker Module and Aeroparker pre-pay reservation system integrated with Amano McGann. Contractor must have prior support and maintenance of an Amano McGann PRCS system of another airport or operation similar in scope to CVG’s PRCS system.
4. The current PRCS system is PCI compliant. Contractor must communicate to KCAB any PCI compliance related standards that KCAB must implement to remain PCI compliant as related to PCI-DSS compliance standards.
B. Preventive Maintenance
1. Inspect all equipment in accordance with manufacturer’s specifications and develop and maintain a schedule for preventive maintenance inspection.
2. Maintain the PRCS at optimum performance levels at all times.
3. Coordinate any and all required updates to the PRCS system/servers directly with KCAB and must perform any upgrades or updates during the overnight hours with minimal impacts to the customers and the operation.
A complete system backup must be performed by the Contractor nightly and a copy in a format approved by KCAB’s Information Technology Department, must be distributed to KCAB weekly.
C. Maintenance Log
1. Maintain a log of all preventive maintenance and corrective/repair services performed. The log must be supplied to KCAB staff monthly and as requested.
2. Ensure that all work conforms with all state and federal regulations, KCAB rules and regulations, state and local building codes, and all applicable regulations or standards. Contractor is responsible for all required permits and inspections.
D. Emergency Services
Emergency services includes inspections and necessary tests to determine the causes of equipment or software/firmware malfunction or failure. Emergency repair services must be provided on a twenty-four (24) hour per day, seven (7) days per week basis, including holidays. Emergency services occurring within the normal business hours of 7:00 a.m. to 6:00 p.m. Monday through Friday excluding holidays, will be included as part of this Contract. Contractor must guarantee a two (2) hour on-site response time during non-business hours. Contractor is considered on-site once its representative arrives at the equipment to be serviced and is properly equipped to begin any necessary work. All times are measured from the time the request is first sent to Contractor’s representative regardless of whether a phone call is answered so long as KCAB leaves a voicemail (or a text message in the event that voicemail is unavailable). Down time in equipment or software will not be tolerated and any potential revenue loss as a result of equipment being down may result in restitution by the Contractor. Contractor must inform KCAB and KCAB’s third party parking contractor immediately if any equipment or software malfunctions. Contractor must make repairs as expeditiously as possible, including the shipment of repair parts via fastest means possible.
Contractor must supply as part of their base proposal, an hourly rate and a holiday schedule for emergency services performed outside of the normal working hours of 7:00 a.m. to 6:00 p.m., Monday through Friday.
Emergency services will be approved on a case-by-case basis by a representative of KCAB.
E. The equipment/software listed
1.The equipment/software listed on Attachment A is a tabulation of major equipment/software currently installed and covered by this agreement but does not necessarily constitute the complete list of the system components. The system also includes various other components such as electronic control cable, intercoms, connectors, electronic detection loops. There may be additional equipment not included on the list, however, relates to the parking and revenue control system and therefore must be included and covered under this maintenance agreement. Contractor will assist in the documentation and troubleshooting of any network and/or communication related issues.
2. Contractor must supply individual pricing to procure Amano McGann gate arms, which are commonly procured to be kept in stock and replaced as needed. Pricing for these gate arms must be honored during the full term of contract
KCAB intends to replace the existing PRCS network, hardware, and software via a phased approach over a period of time. Contractor must assist with the decommissioning of current hardware and software as directed by KCAB. The cost of disconnecting and decommissioning the hardware and / or software will be included in the maintenance costs. If maintenance costs shall be associated with the value of equipment currently in place, Credit will be given for each lane fully decommissioned and offline beginning with the following month's billing.
The successful proposer shall furnish a performance bond to KCAB by a surety company duly authorized to do business in the Commonwealth of Kentucky in the amount of one hundred percent (100%) of the annual contract amount. The performance bond furnished by the successful proposer must be executed by the owner, a general partner or, if a corporation, the secretary's signature and the seal of the corporation must be affixed. This bond must remain in effect for the length of the agreement. The agent of the surety must exhibit certificate or license showing legal rights of the surety to do business in the Commonwealth of Kentucky.
In all its activities within the scope of its airport program, the Contractor agrees to comply with pertinent statutes, Executive Orders, and such rules as identified in Title VI List of Pertinent Nondiscrimination Acts and Authorities to ensure that no person shall, on the grounds of race, color, national origin, creed, sex, age, or disability be excluded from participating in any activity conducted with or benefiting from Federal
assistance. This provision binds the Contractor and subcontractors from the bid solicitation period through the completion of the contract.

Compliance with Nondiscrimination Requirements:
During the performance of this contract, the Contractor, for itself, its assignees and successors in interest (hereinafter referred to as the "Contractor") agrees as follows:
a. Withholding of payments to the contractor under the contract until the Contractor complies, and/or
b. Cancelling, terminating, or suspending a contract, in whole or in part.
6. Incorporation of Provisions. The Contractor will include the provisions of paragraphs one through six in every subcontract, including procurements of materials and leases of equipment, unless exempted by the Acts, the Regulations, and directives issued pursuant thereto. The Contractor will take action with respect to any subcontract or procurement as KCAB or the FAA may direct as a means of enforcing such provisions including sanctions for non-compliance. Provided, that if the Contractor becomes involved in, or is threatened with litigation with a subcontractor or a supplier as a result of such direction, the Contractor may request KCAB to enter into any litigation to protect the interests of KCAB. In addition, Contractor may request the United States to enter into the litigation to protect the interest of the United States.

During the performance of this contract, the Contractor, for itself, its assignees, and successors in interest (hereinafter referred to as the “Contractor”) agrees to comply with the following nondiscrimination

This Contract incorporates by reference the provisions of 29 CFR part 201, the Federal Fair Labor Standards Act (FLSA), with the same force and effect as if given in full text. The FLSA sets minimum wage, overtime pay, recordkeeping, and child labor standards for full and part time workers. The Contractor has full responsibility to monitor compliance to the referenced statute or regulation. The Contractor must address any claims or disputes that arise from this requirement directly with the U.S. Department of Labor – Wage and Hour Division.
This Contract incorporates by reference the requirements of 29 CFR Part 1910 with the same force and effect as if given in full text. Contractor must provide a work environment that is free from recognized hazards that may cause death or serious physical harm to the employee. The Contractor retains full responsibility to monitor its compliance and their subcontractor’s compliance with the applicable requirements of the Occupational Safety and Health Act of 1970 (20 CFR Part 1910). Contractor must address any claims or disputes that pertain to a referenced requirement directly with the U.S. Department of Labor – Occupational Safety and Health Administration.
Contractor agrees to negotiate in good faith the incorporation into this Contract any and all statutes, rules and regulations which may now or during the term of this Contract be required by the FAA or other governmental agency as a prerequisite to or a condition of the Board and/or Contractor receiving any federal or state grant or loan or other governmental assistance.
State in writing all exceptions to this RFP or sample contract attached. Exceptions should list referencing page and paragraph numbers. If no exceptions are taken, the proposal must include a statement that the bidder takes “No Exceptions”.
