    General Construction Contract D005890 Base Contract Summary: Removal of existing fences, sidewalk, trees, and all existing structures within the project area. Existing surface to be graded for new pavement and other installations. Installation of storm water drainage structures, bio-retention areas and plantings. Installation of retaining walls, new fence, underground electrical conduit, area lighting, electric charging stations for electric vehicles, porous asphalt pavement, asphalt pavement, new driveways, sidewalks, and ADA ramps, bus stop concrete pad, and striping for parking stalls. Installation of temporary construction barriers and other security measures such as maintenance and protection of traffic measures. Installation of erosion and sediment control measures and temporary facilities and controls. All other requirements shown on the plans or included in the specifications. Estimated Range: $1,082,687.00 – $1,464,812.00 There will be a pre-bid meeting at 10:00 AM on August 11th, 2026, located at Parking Lot of Cold Spring Harbor State Park 95 Harbor Road, Cold Spring Harbor, NY 11724. All Requests For Information (RFIs) are due by: 1:00 PM on August 18th, 2026. RFIs received after this due date and time will not be processed. The completion date for this project is 120 Days after agreement has been approved by the NYS Comptroller’s Office. PUBLIC BUILDING LAW § 8(6) Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,737,918 or less (maximum amount has been adjusted for inflation effective January 1, 2026). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.
