The City of Chula Vista is seeking competitive proposals from experienced and qualified individuals or firms to conduct a comprehensive fee study and develop a cost recovery model and policy plan for the City of Chula Vista recreation servicesThe objective of this Request for Proposal (RFP) is to develop a cost recovery model and policy that provides a framework for future planning, budgeting, pricing and resource allocation for the City’s parks and recreational services. The study should include, but not be limited to the following:(1) General review of the Department’s current fees and methodology;(2) Future allocation plan;(3) Determination of what it costs the City to provide various services;(4) Recommendations for streamlining or changes in fees due to a shift in methodology or pricing rationale; and(5) Recommendations for adjustments to the Department’s fee schedule.An interactive and holistic approach should lead to a cost recovery plan and policy that reflects the goals, mission and vision of the Department. The analysis and subsequent recommendations should align available and future resources with services and commitments to include desired level of service, sustainable fiscal stewardship, and industry best practices in order to develop an implementation plan that will ensure that the Department is strategically progressing to meet the needs of the community in a financially sustainable and equitable direction.The study and plan are expected to provide justifiable, articulated and agreed upon pricing rationale that can be used to allocate resources and provide service levels that most effectively meet the community needs and aligns with the mission and vision of the department.Consideration all of City facilities and subsequent fees shall be considered with some new fees requiring to be established since the previous comprehensive study was completed. The establishment and recommendation of fees should take into consideration all aspects of services costs, including parks and facilities maintenance costs and other related contractual services that may be incurred to maintain the City’s public parks and facilities.Proposal contract for an initial term of one-year (12-month) for fee study and cost recovery services. The City will evaluate and determine the need for ongoing services and at the City’s option the agreement will include four (4) one-year options to renew.
