Marin Transit will use the following two-phase procurement process to select a design firm or team (firm):Phase I. Firms will submit their SOQ. Based on the evaluation criteria outlined in this RFQ, only the highest-ranked firms will be invited to interview and give a presentation to the Evaluation Committee. Marin Transit anticipates inviting no fewer than three (3) firms to interview/present (“the shortlist”). Following the interviews/presentations, the Evaluation Committee will establish the final ranking of shortlisted firms.Phase II. Marin Transit will negotiate the scope, project plan, and fee with the highest-ranked firm. This process will include an opportunity to meet with Marin Transit to discuss the project scope, project plan, and fee. The highest-ranked firm will then be required to submit a final project scope, project plan, and fee. In the event negotiations are unsuccessful with the highest-ranked firm, Marin Transit will initiate negotiations with the next highest-ranked firm and so on until agreement is reached, or until Marin Transit determines that agreement cannot be reached with any of the shortlisted firms.
