    City of Panama City, Florida PC26-032 Improvements to Panama City Massalina Bayou HDD Water MainCity of Panama City (Owner) is requesting Bids for the construction of the following Project:PC26-032 Improvements to Panama City Massalina Bayou HDD Water Main Mott MacDonald Project No. 502101059-013Bids for the construction of the Project will be received electronically by the City of Panama City Purchasing Division, until Wednesday, July 29, 2026, at 11:00 a.m. Central Time. At that time, all Bids received will be publicly opened and read at City Hall Lower Level Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.The Project includes the following Work:Construction of new 12” water main under Massalina Bayou via the Horizontal Directional Drill (HDD) method. The Project has an expected duration of 150 days.Non-Mandatory Pre-bid Conference A non-mandatory pre-bid conference for the Project will be held on Wednesday, July 8, 2026, at 9:00 a.m. Central Time in Lower Level Room 010 of City Hall located at 501 Harrison Avenue, Panama City, FL 32401. Attendance at the pre-bid conference is encouraged but not required.Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is the City of Panama City. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office by emailing purchasing@panamacity.gov or in person at City of Panama City Purchasing Division, Room 238, 501 Harrison Avenue, Panama City, FL 32401, Phone number 850-872-3070.Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing office. Addenda, if any will be emailed to plan holders and will be available in a pdf format on the Bonfire Portal: https://panamacity.bonfirehub.com/portal/?tab=openOpportunities and the City of Panama City's website: https://www.panamacity.gov/bids.aspx.The City of Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations and/or technicalities in any Bids, or to reject any or all Bids and re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City code, and this Invitation to Bid (ITB). The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder.
