The development may include, but is not limited to, the planning, design, permitting, financing, construction, and construction management of the 2215 East 3rd Street property for the development of a cottage court or similar residential community. The proposed development should maximize the potential of the property, complement the surrounding neighborhood, and represent the best use of the site while furthering the City of Panama City's redevelopment and community planning goals. The City may select a proposer or proposers to enter into negotiations for the development of the 2215 East 3rd Street Property, and proposers must demonstrate the requisite knowledge, experience, technical expertise, organizational and financial capability to perform the services requested under this RFP and to implement the plan and development accepted by the City.
