    The Parker County Hospital District is soliciting sealed bids for the construction of a new helicopter hangar at 200 Sharla Smelley Rd, Weatherford TX 76088.

    The scope of work involves the following:

    PCHD Aeromedical Hangar is the construction of a new helicopter hangar and helipad access drive. The PEMB structure will include a single user restroom and office.

    Q (Budget): Is there a budget for this project?

    A: We do not disclose budget figures during the Competitive Sealed Proposal process. Please provide your most competitive proposal based on the scope and requirements outlined in the solicitation.


    Q (Proposal Form): I don't see anywhere on the proposal form to input the pricing for ADD ALT. 1, are we to provide an ADD ALT. price for the holding tank?

    A: An ADD ALTERNATE will need to be provided for the holding tank. An additional line item will be added to the Bid Tabulation form.


    Q (Oxygen Tank Storage): Sheet No. C1.01 has a note that states "INSTALL OXYGEN TANK STORAGE. REFER TO MECHANICAL PLANS." I cannot locate any details on the mechanical plans. Please advise.

    A: The storage cabinet basis of design will be incorporated into the Mechanical drawings.


    Q (HVAC Equipment Screening): General Notes 9 & 10 on sheet A1.0 state that we are to provide screening for any ground based or roof mounted mechanical units. I am not seeing any specs or details for this screen on the drawings. Please advise.

    A: Screening will not be provided for the new ground units. General Notes will be removed for clarity.


    Q (Dumpster Screening Wall): General Note 11 on sheet A1.0 references a dumpster enclosure. I cannot find this anywhere else on the drawings regarding location or details. Please advise.

    A: An existing dumpster enclosure is located on-site; no new enclosure will be provided.


    Q (Geotech Report): Do you have a Geotechnical Soils Report you can share?

    A: The Geotechnical Report is included in the Project Manual under Section DC 99 7. This starts on page 26 of the manual.


    Q (Budget): Is a bid bond required? If so, what %?

    A: No bid bond will be required on this project.


    Q (Fuel Storage Tank ): Sheet P0.1 calls for the Fuel Storage Tank to be a 5,000-gallon canopy tank. It was discussed at the pre-bid meeting that this could be changing, please advise.

    A: For clarification, the fuel system is intended to be a contractor-designed and vendor-provided system, and it is expected to be complete and fully coordinated as part of the Contractor’s scope. The contract documents establish the overall intent, required components, and coordination between trades, but do not include every appurtenance, conduit, wiring detail, or vendor-specific configuration. The term “canopy style” is being used to describe a manufacturer-provided packaged fueling system, where the pump, controls, and dispensing equipment are protected by a canopy structure that extends from the fuel tank. The final configuration will be determined by the selected vendor and Owner preference. Bidders shall include a complete, operable fueling system consistent with the Basis of Design and specifications. The fuel system is being developed using a Basis of Design approach. The contract documents define performance requirements, layout intent, and infrastructure. Final system configuration and detailed shop drawings will be provided by the selected vendor during the submittal phase and coordinated through the Contractor. No fixed fire suppression system is currently included as part of the fuel system scope. The system includes code-required safety features such as: UL-2085 protected tank (2-hour fire-rated) Emergency venting Emergency shutoff Spill containment Any additional fire protection requirements will be subject to AHJ review and shall be addressed by the Contractor as required to meet applicable codes.


    Q (Prebid Conference): Would you please post the Prebid Sign in Sheet?

    Q (Pipe fence ): Plans show the removal of the pipe fence between the proposed PEMB location and the current helipad location. However, there is no replacement of any sections of pipe fence leaving the helipad exposed. Should we consider providing additional pipe fencing from the helipad to the new PEMB building to resecure the area?

    A: The existing pipe fence is only to be removed up to the building extent and then turned down. The building will act as an entry barrier. The existing helipad is also not considered a "secure" area. The drive to the helipad does not have a gate and is open.


    Q (Fire Protection/Life Safety): Will the Helicopter be stored inside of the hanger fueled up if so how many gallons does would it have? Assuming the helicopter is stored inside the hanger fueled determines the type and size of extinguishers we will need to provide. I see one fire extinguisher on the FE called out. Would you prefer this to be mounted inside of a cabinet or directly to the wall? Also what type of fire protection is being recommended for the 5000 gal fuel tank?

    A: Yes, the Bell 407 will be stored inside the hangar when not in service. The aircraft is typically kept fueled in accordance with standard EMS operational readiness. Fuel levels may vary depending on crew weight; if necessary, excess fuel is burned off to meet weight requirements. For planning purposes, it would be best to reference the maximum fuel capacity, which is approximately 127.8 to 130 U.S. gallons (482–484 liters). The drawings will be updated to include additional wall-mounted fire extinguishers for a total of 4. No fixed fire suppression system is currently included as part of the fuel system scope. The system includes code-required safety features such as: UL-2085 protected tank (2-hour fire-rated) Emergency venting Emergency shutoff Spill containment Any additional fire protection requirements will be subject to AHJ review and shall be addressed by the Contractor as required to meet applicable codes.


    Q (Lighting at Helipad): During the site walk, I noticed that 5 of the 7 concrete in-set lights of the helipad were not functioning. Would you like the replacement of these lights included in the scope of work?

    A: Drawings include the provision of replacing the existing helipad lights within their scope. Please reference sheets E3.1 & E3.2.


    Q (CAD Grading Plan): Is there a CAD file with existing and proposed contours?

    A: A CAD plan will be provided as part of the Addendum package.


    Q (Hazardous Zone Classification - Electrical): The Contract Documents identify the project as a helicopter hangar; however, the drawings and specifications do not clearly define hazardous (classified) locations in accordance with NEC Article 513 (Aircraft Hangars). Specifically: 1. No hazardous area classification plan (Class I, Division 1 or Division 2) has been identified on the electrical drawings. 2. The specifications do not define: o Extents of classified zones (horizontal or vertical) o Required equipment ratings within the hangar 3. Mechanical drawings do not clearly indicate ventilation criteria sufficient to determine whether hangar spaces are to be considered: o Unclassified, or o Class I, Division 2 (typical 18-inch floor zone) Please clarify the following: 1. Provide the hazardous location classification for the hangar, including: o Whether any portion of the hangar is classified as: ▪ Class I, Division 1 ▪ Class I, Division 2 ▪ Or entirely unclassified 2. Provide a classified area plan, indicating: o Vertical limits (e.g., 18-inch zone at floor, if applicable) o Horizontal extents around aircraft or fueling areas 3. Confirm required electrical equipment ratings within the hangar, including: o Lighting fixtures o Wiring methods o Devices and equipment 4. Confirm whether ventilation design is intended to eliminate classified areas above the floor level per NEC 513 allowances.

    A: The Hangar building will be classified as Class I Division 2 with exception to the office and restroom. All Electrical devices installed in the hangar will be explosion proof for devices installed 16’-0” or lower. Entire Hangar, exclusive of the Office and Restroom will be Class I Division 2 from floor to 18” AFF; but devices installed up to 16’-0” shall be of the totally enclosed type or constructed so as to prevent the escape of sparks or hot metal particles per NEC 513.7(C). The Office will have positive pressure and have at least 4 air changes per hour; the restroom will have 10 air changes per hour but will be under negative pressure and are considered unclassified areas. Conduits serving Fuel Tank will be required to have explosion proof fittings and seal-offs prior to entering Hangar building and on to panel circuit. Entire Hangar, exclusive of the Office and Restroom will be Class I Division 2 from floor to 18” AFF; but devices installed up to 16’-0” shall be of the totally enclosed type or constructed so as to prevent the escape of sparks or hot metal particles per NEC 513.7(C). The mechanical design does not include a ventilation system intended to establish or modify the electrical hazardous-area classification of the hangar.


    Q (Helipad Lighting): Drawings include the provision of replacing the existing helipad lights within their scope. Please reference sheets E3.1 & E3.2. Yes, sheets E3.1 & E3.2 show 4 lights to be installed outside the existing helipad. I am referring to 5 of the existing lights inside the concrete of the helipad itself. I can email a markup of where I am questioning, if that is possible.

    A: The only lights helipad lights that are being replaced are those outside the pad called out in the drawings. There is not any scope of work to the existing concrete helipad.


    Q (No subject): Will this project be permitted with the City of Weatherford AHJ for inspections?

    A: This project is not required to be permitted.


    Q (No subject): The exterior finish schedule on A3.1 indicates MBCI as the exterior metal color match. Is there a specific PEMB manufacture required?

    A: MBCI is the basis of design. The contract documents and specifications establish the overall intent, establishing the base line.

    A: Lighted Windcone Assembly FEC Part No. HP0908 (From detail 3/E3.0)


    Q (No subject): Is there a required manufacturer for the aviation fuel system?

    A: The fuel system is being developed using a Basis of Design approach. The contract documents define performance requirements, layout intent, and infrastructure. Final system configuration and detailed shop drawings will be provided by the selected vendor during the submittal phase and coordinated through the Contractor. The Contractor is to select a vendor that can comply with the specifications as provided in the drawings.
