Pedestrian Walkway and Bridge Project at Hilton Head Island Airport

Beaufort County is seeking proposals from qualified firms to provide turnkey design-build services for the construction of a pedestrian walkway and bridge at Hilton Head Island Airport. The project includes engineering and design, permitting, site preparation, construction of approximately 120 linear feet of ADA-compliant pedestrian walkway, an approximately 40-foot pedestrian bridge, lighting, safety features, and all associated work necessary to provide a safe, direct, and accessible pedestrian connection between the new employee parking area located at 32 Hunter Road and the Airport's existing employee parking area. The selected firm shall be responsible for obtaining all required permits and coordinating with the Town of Hilton Head Island for work associated with the existing stormwater runoff channel.

Background

Hilton Head Island Airport, has recently completed construction of a new commercial passenger terminal. As part of the Airport's ongoing parking and operational improvements, a new employee parking area has been developed at 32 Hunter Road to support the Airport's parking program and maximize public parking capacity at the terminal.

A Town of Hilton Head Island stormwater runoff channel separates the new employee parking area from the Airport's existing employee parking area, creating the need for a safe, direct, and ADA-accessible pedestrian connection. Beaufort County is seeking a qualified design-build firm to design and construct a pedestrian walkway and bridge that will provide employees with safe and convenient access between the new and existing employee parking areas.

The selected firm will be responsible for delivering a durable, low-maintenance, and aesthetically compatible solution that meets all applicable building codes, ADA accessibility standards, and permitting requirements. The project will require coordination with the Town of Hilton Head Island to obtain the necessary approvals for work within the stormwater corridor.

Successful proposals will demonstrate experience with similar pedestrian bridge projects, provide an efficient project delivery approach, and offer a solution that is safe, functional, cost-effective, and minimizes long-term maintenance requirements.

Evaluation Criteria

• Qualifications & Relevant Experience (35 pts) —

  Evaluation of the proposer's experience designing and constructing pedestrian bridges, walkways, or similar infrastructure projects. Consideration will be given to the firm's qualifications, experience on comparable projects, references, and demonstrated ability to successfully complete projects of similar scope and complexity.

• Project Approach & Technical Proposal (30 pts) —

  Evaluation of the proposer's understanding of the project, proposed design approach, construction methodology, permitting strategy, project schedule, and ability to deliver a durable, safe, ADA-compliant, and low-maintenance pedestrian bridge and walkway.

• Project Schedule (30 pts) —

  Evaluation of the proposed timeline for design, permitting, construction, and project completion, including the proposer's ability to complete the work efficiently while minimizing disruption to airport operations.

• Value to the Airport (5 pts) —

  The airport seeks a solution that provides the overall best value to the airport.

  Value includes overall cost, durability, warranty, aesthetics, low-maintenance materials, etc.

Submission Requirements

  The contractor certifies, by submission of this qualification statement or acceptance of a contract, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any State, Federal department, or agency.

  It further agrees by submitting this qualification statement that it will include this clause without modification in all lower tier transactions, solicitations, proposals, contracts, and subcontracts. Where the bidder/contractor or any lower tier participant is unable to certify to this statement, it shall attach an explanation to this solicitation/bid.

  The Bidder certifies that he does not, and will not, provide and maintain segregated facilities for his employees at his establishments and, further that he does not, and will not, permit his employees to perform their services at those locations, under his control, where segregated facilities are provided and maintained. Segregated fountains, transportation, parking, entertainment, recreation, ad housing facilities; waiting, rest, wash, dressing, and locker room, and time clock, work, storage, restaurant, and other eating areas which are set apart in fact, or by explicit directive, habit, local custom, or otherwise, based on color, creed, national origin, and race. The Bidder agrees that, except where he has obtained identical certifications from proposed subcontractors for specific time periods, he will obtain identical certifications from proposed subcontractors prior to the award of subcontractors exceeding $10,000.00 which are not exempt from the provisions of the Equal Opportunity clause, and that he will retain such certifications in his files.

  The Bidder agrees that a breach of this certification is a violation of the Equal Opportunity clause in this Contract. The penalty for making false statements is prescribed in 18 U.S.C. 1001.
