- Project overview and objectives
The purpose of this work is to install native coastal vegetation to increase mangrove and associated canopy coverage, enhance coastal habitat value, and improve shoreline resilience within the project area at Pelican Bay, Naples, Florida. Work consists of furnishing and installing nursery-grown red mangrove, white mangrove, black mangrove, and green/silver buttonwood within a defined intertidal planting footprint to enchance ecological function and biodiversity, improve shoreline stability and wave attenuation, support water quality and sediment managment, increase long-term coastal resilience, and provide a basis for future monitoring and adaptive management. - Project location, site access, and planting area
The planting area is located along the Clam Bay shoreline adjacent to the beach/Gulf shoreline at Pelican Bay, Naples, Florida, between FDEP coastal construction control line monuments R‑36 and R‑40. The intended planting footprint is approximately 305,000 square feet of lower- to mid‑intertidal and adjacent slightly higher ground suitable for mangroves and buttonwood. The final planting footprint and limits will be field‑adjusted to avoid existing desirable vegetation, utilities, and unsuitable substrates. Primary landward access to the project area is via the Vanderbilt Beach Road Public Access point, with specific access routes to be field‑verified to minimize disturbance to existing shoreline features. - Planting density and total quantity
Plants will be installed at an average spacing of 8 feet by 8 feet (approximately 64 square feet per plant) over the planting area. Based on a planting area of approximately 305,000 square feet and an 8 ft x 8 ft spacing, the project will include an estimated total of approximately 4,766 individual plants. Local adjustments to spacing may be made in the field to respond to microtopography, existing vegetation, and access constraints, while maintaining an overall average density consistent with 8 ft x 8 ft spacing. - Plant material requirements
All plant material will be Florida-native coastal species suitable for the site’s salinity and inundation regime and must meet current Florida Department of Agriculture and Consumer Services (FDACS) Grades and Standards for Nursery Plants. All plants will be provided in 3-gallon containers, healthy, well-rooted, free of pests and diseases, and acclimated to coastal conditions. Root systems will be well-developed with no significant circling or girdling roots. - Species mix and approximate quantities
The overall target species composition for the project is as follows, based on a total of approximately 4,766 plants:
a. Red mangrove (Rhizophora mangle) – 85%
Approximate quantity: 4,051 plants.
b. White mangrove (Laguncularia racemosa) – 3%
Approximate quantity: 143 plants.
c. Black mangrove (Avicennia germinans) – 2%
Approximate quantity: 95 plants.
d. Green and/or silver buttonwood (Conocarpus erectus and/or C. erectus var. sericeus) – 10%
Approximate quantity: 477 plants.
These quantities are planning-level estimates. Final installed quantities may vary slightly due to actual field conditions and minor adjustments in planting layout, but the contractor will maintain the target percentage mix as closely as practical.
- Substitution and mix flexibility
Red mangrove is the dominant species and will remain at approximately eighty-five percent (85%) of the total planting, subject only to minor variation due to rounding or specific site constraints. White mangrove, black mangrove, and buttonwood share the remaining approximate fifteen percent (15%) as shown in the percentages above. If white or black mangrove plants are not available in the required quantity at the time of procurement, or if site conditions make them unsuitable in specific areas, the affected white or black mangrove quantities may be replaced one-for-one with green and/or silver buttonwood. The intent is to maintain approximately eighty-five percent (85%) red mangrove, approximately three percent (3%) white mangrove, approximately two percent (2%) black mangrove, and approximately ten percent (10%) buttonwood on a project-wide basis, recognizing that small deviations may occur in the field. - Spatial distribution by elevation and habitat
Red mangroves will be concentrated in the lower and mid-intertidal zones that experience regular tidal inundation and provide suitable hydrologic conditions for prop root development. White and black mangroves will be located on slightly higher, less frequently inundated ground, including the upper intertidal and transition zones. Green and/or silver buttonwood will be used in the highest parts of the planting footprint and along edges and transition areas where mangrove establishment is still expected to succeed but canopy diversity and structural complexity are desired. The exact spatial distribution will be field-fit based on observed hydrology and substrate. - Site preparation
Prior to planting, the planting area will be walked and flagged as needed to avoid existing desirable vegetation and any sensitive features. Any debris, trash, or incompatible materials that would interfere with planting will be removed and properly disposed of off-site. The contractor will avoid disturbance to stable, vegetated areas not designated for planting and will minimize rutting, compaction, and turbidity generation within the project area. - Plant installation
Each plant will be installed at the proper depth so that the top of the root ball is level with the surrounding soil or slightly above, depending on species and micro-elevation, and not buried deeper than originally grown in the container. Holes will be dug large enough to accommodate the full root ball without bending or girdling roots. Fill will be backfilled carefully around the root ball, eliminating large air pockets. No fertilizer will be used at or after planting. Each plant will be thoroughly watered in at the time of installation to settle soil around the roots. Minimal staking or bracing may be used where needed to stabilize plants in soft substrates or exposed locations. - Protection of existing resources and access
The contractor will take care to avoid damage to existing desirable vegetation, shoreline features, and adjacent properties. Access routes and work methods will be planned to minimize trampling and compaction of surrounding areas. Any temporary access measures or minor protective devices needed to install the plants safely will be provided and removed by the contractor, leaving the site in a stable, clean condition. - Sea turtle nesting season coordination
Work within or adjacent to the beach/Gulf shoreline must consider sea turtle nesting season, which occurs annually from May 1 through October 31. Any activities that may affect the beach, dune, or nearshore areas during this period will be coordinated in advance with the Collier County Sea Turtle Program. The contractor will schedule and conduct work in a manner that avoids negative impacts to nesting sea turtles, hatchlings, and nests, and will follow any guidance, timing restrictions, or monitoring requirements provided by the Collier County Sea Turtle Program. If needed, adjustments to access routes, work hours, or specific work areas will be made to protect sea turtle resources during the nesting season.
- Post-installation cleanup
Upon completion of planting, the contractor will remove all excess soil, plant tags, empty containers, packaging, and other waste materials from the project site. The planting area will be left neat and free of construction debris. Any ruts, holes, or disturbances caused by the work will be restored to a stable condition. - Basis of measurement and pricing
Planting quantities are based on an approximate area of 305,000 square feet at an average spacing of 8 feet by 8 feet, yielding about 4,766 plants. The work will be measured by the number of plants installed by species. The unit price per plant for each species will include furnishing the plant material, delivery, storage or staging, installation, watering in at planting, and all labor, equipment, tools, water, and incidentals necessary to complete the work described herein. No separate payment will be made for fertilizer, and fertilizer is not to be used. A qualified vendor should have demonstrated experience in mangrove restoration, coastal revegetation, wetland rehabilitation, or similar nature-based shoreline projects. That experience matters because mangrove planting success depends heavily on matching species to tidal elevation, salinity, sediment conditions, and local hydrology rather than simply planting large quantities of seedlings. The vendor should also be able to show that it can supply healthy, native, site-appropriate plant material from a legitimate nursery source by documenting species provenance, plant health, nursery capacity, and the ability to deliver plants in good condition without stress, contamination, or species substitution. It is also important that the vendor understands local invasive-species restrictions and avoids introducing nonnative or genetically inappropriate stock.
