    Description

    The New York State Education Department’s (NYSED) Office of Standards and Instructional Programs within the Office of Education Policy intends to procure under State Finance Law §163(6) a Discretionary Purchase for a qualified MWBE (Minority and Women-Owned Business Enterprise) vendor to support statewide implementation of New York’s proposed personal finance instructional requirement. This procurement opportunity is limited to New York State businesses certified pursuant to Article 15-A of the New York State Executive Law. NYSED is seeking a vendor with demonstrated expertise in personal finance education, K-12 curriculum development, culturally responsive instructional design, large-scale implementation planning, and development of statewide educator supports. The work outlined in this request directly supports the Department’s charge to develop personal finance resources across the K-12 continuum in alignment with the new instructional requirement proposed under the NY Inspires plan. The selected MWBE vendor will, under the direction of NYSED, develop high-quality, research-based K-12 personal finance implementation resources and tools to support districts in adopting, embedding, and delivering culturally responsive personal finance instruction. These resources will be made available statewide to support consistency, equity, and clarity for schools and educators. Deliverables for this procurement are grounded in the detailed scope outlined below: 1. K–12 Personal Finance Instructional Expectations & Curriculum Quality Framework The vendor will develop a statewide resource that articulates what students should know and be able to do in personal finance across grade bands and provides tools for reviewing and selecting high-quality curriculum. The framework must include: • Alignment to established grade-band objectives and a learning progression roadmap. • A curriculum review guide aligned with NYSED personal finance learning expectations (e.g., similar to established NYSED K-3 Literacy Curriculum Review Guide). • Embedded culturally responsive personal finance instructional practices. • Strategies for supporting students with disabilities. • Supports for English Language Learners. • Differentiated instructional practices. • District readiness tools, including a readiness checklist and asset-mapping template. This deliverable will be completed and submitted to NYSED no later than March 2026. 2. Implementation Models and District Support Resources The vendor will, in coordination with NYSED, develop practical implementation models that support districts in meeting the personal finance instructional requirement across diverse local contexts. Models and resources must address: • Embedded curriculum approaches. • Stand-alone course models. • Integration within NYSED-approved CTE programs. • Culturally responsive and equitable implementation strategies. • Planning tools and communication templates for administrators. Additional resources may include: • Lesson-planning tools and instructional examples. • Differentiation strategies and cross-content integration guidance. • Classroom resources that reinforce personal finance learning. • Student-facing materials aligned with developmental levels. • Family and caregiver resources that extend personal finance learning beyond the classroom. This deliverable will be completed and submitted to NYSED no later than March 2026. 3. Statewide Personal Finance Professional Learning Series The vendor will manage, produce, and deliver a statewide professional learning series for educators and school leaders focused on high-quality personal finance instruction, including synchronous professional learning sessions and recorded, archived sessions for asynchronous access. The series must include: • Culturally responsive personal finance instructional strategies • Student financial literacy development across all grade bands • Effective pedagogical practices for personal finance instruction • Topic-specific sessions addressing: o Budgeting and Money Management o Credit and Debt Management o Earning Income o Risk Management o Saving and Investing This deliverable will be executed, in coordination with NYSED, on a rolling basis from April 2026 through March 2027. 4. Update to the Career and Financial Management (CFM) Framework The vendor will collaborate with NYSED to revise and align the existing CFM Framework to support implementation of the personal finance instructional requirement. Updates must include: • Alignment with the K–12 personal finance instructional expectations. • Revision of content using current financial literacy research and culturally responsive practices. • Updates that reflect emerging financial technologies. • Alignment with appropriate standards related to personal finance, NYSED CTE program approval requirements, SCED codes, and reporting expectations. • Improved structure and usability, including refined organization, updated definitions, and accessible formatting. • Transition guidance to support local adoption of the updated framework. This deliverable will be completed and submitted to NYSED no later than July 2026. All materials must be fully accessible and prepared for public posting on the NYSED website. The successful MWBE vendor will collaborate regularly with NYSED staff via email and participate in virtual monthly planning meetings to ensure alignment with Department priorities and timelines. Success criteria for this work must include: • Equitable implementation across districts. • Increased clarity and consistency in instructional delivery statewide. • High-quality, research-aligned materials that support diverse student populations. • Tools and resources that strengthen district preparedness and instructional capacity. Prospective MWBE vendors must submit a proposal including the following: • Description of proposed deliverables and work plan. • Description of organizational experience with similar large-scale content development, K-12 curriculum projects, and personal finance education. • Total cost of services (broken down by deliverables). • Proposed payment schedule (Note: Advanced payments are not permitted. Payment can only be issued after services are rendered.) Applicants Limited to: M/WBE providers only.
