    Description

    The San Joaquin Regional Transit District (RTD) is soliciting proposals from qualified and licensed pest management firms to provide comprehensive pest control services for RTD-owned and operated facilities throughout San Joaquin County, California. The selected Contractor shall furnish all labor, supervision, materials, equipment, transportation, and incidentals necessary to provide routine preventive pest management, inspection, monitoring, treatment, and emergency response services in accordance with the requirements of this solicitation.

    The objective of this procurement is to establish a contract with a qualified Contractor capable of providing reliable, responsive, safe, and environmentally responsible pest management services that support RTD's commitment to maintaining clean, safe, and healthy facilities for employees, passengers, tenants, contractors, and visitors.

    RTD anticipates awarding one contract for an initial term of three (3) years, with two (2) additional one-year option periods that may be exercised at RTD's sole discretion, subject to continued funding, and satisfactory Contractor performance.

    The San Joaquin Regional Transit District (RTD) is the public transit provider for San Joaquin County, California. Established in 1964 as the Stockton Metropolitan Transit District and renamed in 1994 to reflect its expanded regional service area, RTD provides local fixed-route, regional commuter, paratransit, and mobility services throughout the county and to neighboring regions, including commuter connections to the San Francisco Bay Area.

    Evaluation Criteria

    • Technical Approach & Work Plan (25 pts)

      The Proposer's demonstrated understanding of the Scope of Services and the quality, completeness, and effectiveness of the proposed approach to providing pest control services. Evaluation will include the proposed Integrated Pest Management (IPM) program, inspection and monitoring procedures, treatment methods, service schedules, reporting and documentation, quality assurance measures, environmentally responsible practices, and the ability to respond to routine and emergency service requests. Preference will be given to proposals that demonstrate proactive pest prevention strategies while minimizing the use of pesticides.

    • Experience & Qualifications (20 pts)

      The Proposer's experience providing commercial pest control services of similar scope and complexity. Evaluation will consider the firm's years in business, experience serving public agencies, transit facilities, commercial or industrial properties, and other comparable clients. The evaluation will also consider the firm's organizational capabilities, applicable licenses and certifications, and demonstrated ability to successfully perform services similar to those requested in this solicitation.

    • Staffing & Key Personnel (10 pts)

      The Proposer's commitment to workplace safety and compliance with all applicable federal, state, and local regulations. Evaluation will include the firm's safety program, employee training, compliance with OSHA requirements, California Department of Pesticide Regulation (DPR) licensing requirements, chemical handling procedures, environmental stewardship, documentation practices, insurance coverage, and overall ability to safely perform services in occupied public facilities.

    • Safety Program & Regulatory Compliance (15 pts)

      The qualifications and experience of the personnel assigned to perform the work, as well as the Proposer's ability to provide consistent service throughout the contract term. Evaluation will consider staffing levels, technician certifications, supervisory oversight, continuity of personnel, scheduling flexibility, response times for routine and emergency service requests, and the availability of backup personnel when needed.

    • References & Past Performance (10 pts)

      The Proposer's demonstrated record of successfully providing similar services for current or previous clients. Evaluation will consider the quality and relevance of references, customer satisfaction, contract performance, responsiveness, reliability, communication, ability to meet service requirements, and overall history of delivering quality pest management services.

    • Price (20 pts)

      Evaluation of the total proposed cost for providing the requested services in accordance with the requirements of this solicitation. Cost proposals will be evaluated for reasonableness, completeness, and competitiveness. The lowest responsive and responsible cost proposal may receive the maximum points, with all other proposals scored proportionately in accordance with the evaluation methodology established by the District.
