Columbus City Schools (CCS) is soliciting bids for Pest Management Services. The contract term is for Fiscal Year 2027, beginning July 1, 2026, through June 30, 2027. Questions Due: April 30, 2026 Answers Provided: May 7, 2026 Contract Extensions: This contract may be extended at the bid prices upon mutual agreement for up to two (2) additional fiscal years (FY 2028 and FY 2029). 1. Scope of Work The awarded vendor is required to provide monthly and as-needed Pest Management service visits to all major buildings and their associated support buildings (such as concession stands) operated by CCS. The quantity of buildings may increase or decrease as CCS buys, sells, razes, or vacates properties. 2. Service Requirements Compliance: Service must be compliant with Ohio Department of Agriculture regulations. IPM Model: The service must be modeled on an Integrated Pest Management (IPM) program for the control of structural and landscape pests that minimizes the use of pesticides while effectively addressing pest control. Pesticide Restrictions: The Contractor shall avoid the use of pesticides except for those permissible by law in a school-based setting, limiting use where practical to the following options: Manufactured paste or gel baits. Paraffin-based rodent control products placed in tamper-resistant containers. Termite baiting stations. Rodenticides placed in wall voids or other inaccessible areas. Disinfectants, sanitizers, germicides, and anti-microbial agents. Dust used in unoccupied areas when monitoring dictates that other methods have failed (e.g., vacuuming and trapping). 3. Vendor Responsibilities Exterior Inspections: Walk the perimeter of each building; refilling and replacing exterior bait stations as needed, and noting building problem areas which may lead to interior pest concerns. Site Protocol: Sign into the Maintenance Log at the main office upon arrival at any CCS site. Communication: Walk the interior and treat as needed. Communicate with the Head Custodian or other primary contact (which may include the Principal) regarding any problem areas. Rodent Control Hardware: All rodenticides must be in tamper-proof containers and labeled with the contractor’s information and chemical contents. * Securing: Containers must be secured to the floor/wall or weighed down with a concrete block. Enhanced Securing: Some sites may require the securing of the container with more permanent means, such as 24" long, 1/2" diameter steel rebar stakes with nail heads. 4. Reporting & Technology Communication of service requests will occur primarily through the CCS computerized work order management system. The vendor is required to: Comment on and update the status of every work order to verify on-time completion rates. Upload all digital historical records, chemical application logs, and service reports directly into the system. Ensure copies of extra service and re-treat work orders are uploaded by the end of the following business day. 5. Service Priorities & Fees Priority 1 (Same-Day Service): Required for emergencies such as stinging insects or pests in the kitchen. These are eligible for an extra service fee if authorized on the work order. Priority 2 (48-Hour Service): Required for issues such as bed-bug searching/education or initial sightings of roaches outside of kitchens. These are eligible for an extra service fee if authorized on the work order. Priority 3 (Next Monthly Service): Requests to be addressed during the next scheduled visit; not eligible for extra fees. Re-treats: Additional visits to solve an ongoing concern between monthly services are not eligible for extra service fees. Payment Terms: Service fees are only paid when service is provided. CCS does not pay for services cancelled for any reason. 6. Performance Metrics Vendor performance will be measured quarterly via the following: On-time completion rates of emergency calls (Priority 1 and 2). On-time completion of scheduled monthly visits. Customer complaints and praises. Consistent and accurate use of the CCS work order management system. 7. Exclusions (Not included in base contract) Birds, bats, major termite issues, and all vertebrates (excluding mice and rats) such as raccoons, squirrels, groundhogs, rabbits, etc. 8. Outreach Program (LEDE) The Board of Education (BOE) has established an aspirational goal of 20% participation by businesses designated as Local Economically Disadvantaged Enterprises (LEDE). Vendors are strongly encouraged to use a good faith effort to support these goals.
