This work is conducted in partnership with the Health Improvement Partnership of Maricopa County (HIPMC), a collaborative of over 100 private and public organizations, and Synapse, a coalition of non-profit and federally qualified healthcare providers. MCDPH is also tasked with addressing emergent public health issues and aims to better understand the health and well-being of Maricopa County’s community regions, service providers, and residents to identify priority health areas and barriers across the county. The information gathered will inform efforts to address emergent health needs, allocate resources for prevention and intervention, and support long-term public health response strategies. The CHNA is guided through a community-driven process known as Mobilizing for Action through Planning and Partnerships (MAPP). MCDPH commenced the current CHNA cycle on February 1, 2026. The CHNA process incorporates data collected through surveys, focus groups, and key informant interviews. This solicitation integrates the qualitative components of the CHNA into a single, coordinated scope of work. MCDPH is soliciting responses for a Contractor to: (1) conduct and analyze key informant interviews; (2) analyze focus group transcripts and a supplemental participant survey; (3) analyze an already coded open-ended question from the Community Survey; and (4) synthesize all qualitative findings into a comprehensive Community Context Assessment (CCA) report. The qualitative data collection is guided by the MAPP 2.0 framework, where the Community Context Assessment (CCA) serves as a key component. The CCA is a qualitative approach centered on individuals and communities with lived experience and expertise. The analysis will explore community strengths and assets, the built environment, and forces of change. Findings will be integrated with other data sources to support analysis across four key themes: Community Strengths and Organizational Capacities, Systemic Issues, Social Determinants of Health, and Health Behaviors and Outcomes.
