    Description

    NATURE OF PROJECT The Commissioners Court of Nueces County (hereinafter referred to as the “County”) will accept sealed competitive proposals from qualified individuals or firms (hereinafter referred to as “Proposers”) to provide Pharmacy Benefit Management (PBM) Services. The purpose of this Request for Proposals (hereinafter referred to as the “RFP”) is to procure comprehensive Pharmacy Benefit Management Services for the County’s employee health plan. The County seeks a Proposer with demonstrated experience in delivering transparent, compliant, and cost-effective PBM services while maintaining high standards of service quality and clinical effectiveness. The selected Proposer shall be responsible for administering and managing all aspects of the pharmacy benefit program and shall ensure ongoing compliance with all applicable federal and state laws and regulations. PBM shall serve as a liaison between the County and pharmacyrelated vendors, including pharmacy networks and pharmaceutical manufacturers, as necessary to support effective administration of pharmacy benefits. Proposers must submit qualifications demonstrating specific expertise in Pharmacy Benefit Management Services. Experience of providing PBM services to public entities or counties of comparable size and complexity is preferred. The County will not consider proposals that include commissions, spread pricing, or other forms of indirect or undisclosed compensation related to pharmacy benefit services. The selected PBM shall be prohibited from receiving any undisclosed financial remuneration, incentives, or consideration from pharmaceutical manufacturers, pharmacies, or other third parties in connection with services provided to the County. The resulting contract shall be for an initial term of one (1) year commencing upon execution of the contract, with the option to renew. Any renewal, if mutually agreeable to the Contractor and Nueces County, shall be in one (1)-year increments. In the event the contract expires prior to the award of a subsequent contract, the Contractor may continue services on a month-to-month basis by mutual written agreement. Delivery of Proposal All forms in Proposal Packet are to be completed, signed, dated and returned by the Due Date/Time shown above. To receive a copy of the submission, click on “Print Submitted Information” located on the right side of the screen down below to the “Respond”. PBM Pricing Submission through RingMaster In addition to submitting a proposal through PublicPurchase.com, Proposers shall submit pricing information through the RingMaster platform in accordance with the instructions provided in the invitation email. PBM vendors will receive an email invitation from RingMaster. RingMaster will be utilized by HUB International and Nueces County to facilitate the financial analysis of PBM proposals. Each Proposer must: 1. Submit its financial proposal through the RingMaster platform in accordance with the instructions provided in the invitation email; 2. Download a copy of its completed RingMaster financial submission; and 3. Include the downloaded RingMaster submission as part of its complete proposal package submitted to Nueces County in accordance with this RFP.
