    State Project Number RWA253112 Phase XXII Hazardous Soil and Debris Excavation, Transportation, and Disposal A. The work will be done under one prime contract that includes: General, Excavation, Remediation, Transportation, Disposal, and Site Restoration construction. B. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. Site mobilization and site preparation. 2. Project health and safety implementation and site air monitoring. 3. Soil, debris, and tar/creosote excavation, loading, transportation, and disposal. 4. Water pumping, storage, treatment, and disposal, as required. 5. Backfilling, compaction, and restoration. Plans and Specifications were prepared Terracon Consultants, Inc., 955 Wells Street Suite 100, St. Paul, Minnesota 55106 (Engineer). This solicitation includes required insurance as recommended for the project’s specifications and scope of work. It is highly encouraged potential responders review Section 00 73 16 Insurance Requirements as well as AIA A201, Article 11 of the solicitation before submitting a response. This Project has a 2% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG/ED/VO) subcontracting goal. Responding company has completed as a Prime Contractor, not as a Subcontractor, the work for at least two (2) contracts which have achieved Substantial Completion since January 1, 2019, for General Contracting Construction that involved hazardous soil and/or debris excavation, transportation, and disposal. Each of these contracts MUST have had a construction value of $150,000 or greater. Project Manager and Job Superintendent responsible for this project EACH has had at least five (5) years with soil and/or debris excavation, transportation, and disposal similar scope and value to this project. Each of these contracts must have had a construction value of $150,000 or greater. Category: Construction. Estimated Value: $ 660,000.00. Estimated Completion Date: Nov. 20, 2026. Pre-Bid Meeting: A mandatory pre-bid meeting will be held on May 28, 2026, at 11:00 AM CT. The meeting will be held at 806 State Highway 123 West (SERVPRO). The Prime Contractor must attend the pre-bid meeting and sign in on the attendee sheet provided by the Minnesota Department of Agriculture (MDA) or Terracon Consultants, Inc (Terracon).
