    Questions & Answers

    Q (No subject):

A: Will the City provide the addresses for the 10 developments listed on page 17 of the RFP? How many non-dwelling structures are located at each site? Lander Garden 902 W Congress St 85745 (1 rec center) MLK Apt 55 N 5th Ave 85701 (3 common areas) Craycroft Towers Apt 1635 N Craycroft 85712 (1 common area) Non-dwelling structures are located within the complex for the addresses above. The other addresses will not be provided at this time. There are over 900 individual addresses to review. These do not contain non-dwelling units.

    Q (No subject):

A: A. Can you please confirm inspection density requirements – the RFP references 10% and 25% in two different locations of the document. If this is for CFP, then 10% should be fine. B. The RFP states needing the PNA Tool; however, that is no longer supported, and D3G will not complete a PNA tool. We can provide the 52829 or the CNA e-Tool (e-Tool is not required for CFP). A. This is for CFP so 10% should apply. B. We would need reporting tool for CFP requirement.

Q (Energy Audit Questions): 1. Is a standard ASHRAE Level 2 Energy Audit sufficient? 2. HUD doesn’t require blower door or duct leakage testing. Is that testing required for these energy audits?

A: 1. ASHRAE Level 2 Energy Audit is generally not sufficient to fulfill the requirements of a complete Property Condition Assessment (PCA) or Physical Needs Assessment (PNA). While Level 2 audits provide a detailed analysis of energy-consuming systems (HVAC, lighting, building envelope), they do not cover non-energy items like roofs, structural integrity, or site conditions typical in a comprehensive PNA. A full property assessment is needed, a separate PCA (ASTM E2018) should be performed alongside or integrated with the energy audit to ensure all structural and building systems are adequately covered. 2. Only HUD required items will be needed for completion.
