    The Palisades Interstate Park Commission (“Commission” or “PIPC”) invites sealed proposals from qualified vendors for participation in a seasonal Mobile Food Service program at Sojourner Truth State Park (“STSP’ or “Park”) located in Kingston, New York. Lake Sophia Beach, scheduled to open July 4, 2026, will feature the first new swimming facility added to a State Park in 20 years. The swimming area has a capacity of 460 people, and the beach is approximately half an acre. The Commission seeks multiple vendors capable of providing professional, safe, reliable service that enhances the visitor’s experience and supports the Park’s operational goals. The vendor’s Mobile Food Truck should be attractive in appearance, provide fast-paced service for a potentially high volume of patrons, and offer competitive menu items, pricing, and presentation, while responding to changing consumer preferences and seasonal demands. The awarded vendors will be expected to operate their Mobile Food Truck from 10:00AM-6:00PM on the dates provided in the PIPC Food Truck Calendar. The ten (10) week season begins July 4, 2026, and ends after Labor Day on September 7, 2026. A daily fee of thirty-five dollars ($35) per weekday and fifty dollars ($50) per weekend or holiday date will be assessed for each day that food service operations are conducted under this permit. All fees will be billed at the start of each month according to the “PIPC Food Truck Calendar”. The vendor is responsible for all required insurance, as well as Ulster County Department of Health (DOH) and New York State Office of Parks, Recreation and Historic Preservation (NYSOPRHP) Codes and operating requirements. The permit may be extended or rebid at the sole discretion of the Commission, subject to satisfactory performance and mutual agreement of both parties. The vendor shall be solely responsible for all costs associated with the initial installation and operation of the Mobile Food Truck. No initial capital investment by PIPC is required. The premises are equipped with GE model # GE1LU532SS RV panel, which includes a 50-amp, 30-amp and 20-amp GFCI receptacle. There will be no electricity fee, and generators are not permitted under this permit. Due to the shared use of the access route as a pedestrian entrance to the swimming facility, movement of Mobile Food Trucks and restocking activities during operating hours is strongly discouraged. Upon review of all responsive Proposals, the Commission, at its sole discretion, will develop a multi-vendor roster based on the qualifications, menu offerings, and the specific dates of availability guaranteed by each vendor. This roster shall be formally established as the “PIPC Food Truck Calendar”. Vendors will be assigned service dates accordingly, with each receiving a minimum of 1 to 2 weekend assignments. It is PIPC’s goal to establish a rotation that offers the best variety of menu offerings for the public, while limiting competition between vendors carrying the same items on any given day. PIPC’s priority is to secure vendors for every Saturday and Sunday during the season. Vendors who additionally commit to weekday service will be afforded higher priority for the 2027 swim season, including access to high-demand weekend and holiday dates.
