While this represents significant progress, implementation challenges remain across provinces. Ipas seeks a qualified consultant to support the development of an implementation strategy and standardized pre‑service training and assessment materials to support effective curriculum roll‑out.Purpose of this RFP Ipas Pakistan invites proposals from qualified individual consultants to develop standardized PAC teaching, learning, and assessment materials, along with an accompanying implementation strategy, aligned with national guidelines and competency‑based education standards.Scope of Work The consultant will review relevant guidelines and curricula; develop PAC teaching aids, assessment tools, and an implementation guide; facilitate stakeholder consultations; support pilot testing; revise and finalize materials; and support endorsement and national roll‑out.Deliverables and Duration The consultancy will be conducted over a period of approximately four (4) months, from mid‑March to the end of June 2026. Key deliverables include draft and finalized PAC teaching aids, assessment tools, implementation guidance, consultation reports, pilot findings, and a national integration plan.Proposal Submission Requirements Interested consultants should submit: (i) a technical proposal outlining understanding of the assignment and proposed approach; (ii) an updated CV; (iii) a financial proposal covering professional fees; and (iv) three professional references and their contact details.Evaluation of Proposals Proposals will be evaluated based on technical approach and methodology (40%), qualifications and relevant experience (40%), and financial proposal (20%).Confidentiality and Intellectual Property All materials developed under this consultancy will remain the property of Ipas.
