Ipas, in collaboration with the department of health, provided orientation to LHWs in the intervention districts on the usage of Sehat Kahani web-based application for connecting women with the trained healthcare providers and supported program design, monitoring, and quality assurance. The intervention provided an alternative pathway to access Ipas-trained 120 telehealth providers (24/7) for general health counselling, with an emphasis on sexual and reproductive health (SRH), post-abortion care (PAC), and contraception. The pilot demonstrated that telehealth can be an acceptable option for women and girls when in-person access is constrained and may also improve privacy for clients.Objectives of the Evaluation The evaluation is expected to assess the performance of the pilot telehealth model using the OECD-DAC criteria. The following are the key objectives of the evaluation:Assess the effectiveness of telehealth in expanding access to healthcare services among underserved populations.Evaluate the cost-effectiveness of the telehealth model compared to traditional healthcare delivery methods.Determine how well the intervention met the needs of both patients and providers.Examine the scalability of the telehealth model within Pakistan’s health system.Analyze the impact of the intervention on reducing disparities in access to healthcare, including those related to gender, geography, and income.This evaluation will also aim to document implementation processes, enabling factors, and bottlenecks. Assess the quality, accessibility, and acceptability of telehealth services for end users and provide practical recommendations for improvement and potential scale-up. 3. Scope of the Evaluation To assess this pilot intervention, Ipas seeks the services of an evaluation expert(s)/firm. The evaluation will identify which elements of the telehealth model worked well, what did not, and what adaptations are needed for scale-up or refinement in Pakistan’s context. The evaluation report will assess the model’s relevance, coherence, effectiveness, efficiency, impact, and sustainability in line with the OECD-DAC evaluation criteria, with a particular focus on effectiveness, efficiency, and actionable learning. The evaluation should culminate in clear, prioritized recommendations to strengthen the model and address constraints faced during implementation. Place of Evaluation: The evaluation will be conducted in selected Ipas telehealth intervention areas in Pakistan, specifically Islamabad Capital Territory (ICT), Chakwal, Hyderabad, and Karachi.These locations were selected because they represent the main implementation areas of the telehealth model and provide variation in context and service delivery settings.
