The Town of Indialantic Comprehensive Plan requires an in-depth evaluation and overall update to comply with current Florida Statutes. While all elements of the Comprehensive Plan are in need of an evaluation and potential update, there may be certain elements that require more immediate attention and action. Remaining elements could be updated in a second phase, if in the best interest of the Town. The Comprehensive Plan should highlight the positive aspects of the town, the current challenges that it faces, and the opportunities moving forward. The town has only a limited amount of land remaining to be developed within the town limits. The final Comprehensive Plan should present a clear and unified vision for the future of the town. The selected consultant will perform the following scope of work: a) Conduct a full review of the comprehensive plan, including data and analysis, and Goals, Objectives, and Policies. b) Provide a report that outlines what updates are necessary for the Comprehensive Plan to comply with Florida Statutes and flag any areas that present an opportunity for improvement. c) Create and implement a public engagement strategy to educate the public on the necessary Comprehensive Plan updates and to better understand the public’s vision for the future of the town. This strategy includes a minimum of one community workshop. d) Prepare a Comprehensive Plan Update in strikethrough/underline format for review, including both the Data & Analysis and Goals, Objectives, and Policies. e) Provide a final version of the Comprehensive Plan in an editable document that complies with current Florida Statutes. f) Attend and present at meetings of the Local Planning Agency and Town Council, as required for transmittal and adoption phases. g) Coordinate with relevant state agencies for the adoption of the Comprehensive Plan update. These are general requirements for the comprehensive plan update and are not intended to be an exclusive list of tasks. It is expected that the chosen consultant will provide the town with more specific recommendations regarding approaches and tasks based on their experience and expertise from past work on comprehensive plan projects. The selected consultant for the Comprehensive Plan update will report to and communicate directly with the Town’s Continuing Planning Consultant (CPC). The CPC will assist in discussions with staff, arranging meetings with the public, Local Planning Agency and Town Council, presenting and obtaining feedback at meetings, reviewing proposed amendments, and coordinating the process.
