As part of the changing circumstances, new opportunities, and our search for private participation, the CRA request for proposals (RFP) is to retain a qualified, highly creative, and motivated artist or artists to design and paint a desired, and approved, planter wall designs (Project) on the front and back of the seven landscape planter walls situated along Nebraska Ave. in the Railroad Square portion of Historic Downtown NPR. The images should align with the approved “Bending Light” theme and visually represent the story and progression as visitors walk through Railroad Square. A total of seven images would be created with the identical image being painted on both sides of the planter. The planter walls are two sided with each wall face approximately 4’7” high by 6’5” in length, or approximately 29 square feet. There are slight variations in the size of the planter walls and PROPOSERS should conduct their own site visits, if desired, to evaluate the configuration of individual planters. A contest was held among all City employees to help select a theme for the planter walls. The winning theme entitled “Bending Light,” envisions the sun as it passes over the City representing its history and landmarks with the rising and setting of the sun as it passes over New Port Richey. It is meant to be a day in the life as light moves and bends its way across and through the City. This theme was selected, in part, for the following considerations: the most developed artistic narrative, corridor-scale environmental progression, strong placemaking and experiential potential, while still incorporating historical elements and timeline. The winning applicant shared the following narrative with their submittal: “Nebraska Ave is oriented East to West. The Cotee River meanders East to West, and the sun traverse’s sunrise to sunset from East to West. This project is an exploration of the path that light travels and all of the ways the light bends and interacts with our home of New Port Richey through diffusion, reflection, and refraction. We begin together in the East at the James E Grey Preserve with the sunrise through the mist of Florida’s natural flora as the fauna greets the day. We move under the water as the light warps and bends through mangrove roots and river life. From the vantage point of the water tower, we witness the rain puddles and a glorious rainbow from a thunderstorm just passed. Through downtown, we see bits of mirror reflecting the images of people and places, some that anchor our community and some of visitors passing through. In Sims park we notice the light through dappled shadows of live oaks, kids at play, and happy dogs on walks as sunlight glints off the lapping river ripples. Looking beyond the turquoise light of the Historic Downtown New Port Richey sign, we find an incredible sunset of fiery orange, champagne gold, dusky lavender, and soft peach through pink cirrus clouds. Over the waters of the gulf w/stilt houses gently creaking in the night, our eyes rest on stars twinkling at a few nighttime residents of sea and sky. A day in the life as the light bends over and through New Port Richey.” The CRA would like to have the themes come to life in the seven planters located along Nebraska Avenue in Railroad Square. The CRA encourages variety in the use of colors, especially vibrant colors in Railroad Square and other activity spaces.
