    Description

    The Town of Hingham ("Owner and Awarding Authority") is seeking a request for qualifications ("RFQ") for the design services to re-construct a new basketball court surface and to structurally stabilize and repair the roof structure, subject to M.G.L. c. 7C §§ 44-58 and all other applicable laws,

     

    The Basketball Court located at Plymouth River Elementary School, 200 High Street, Hingham, MA 02043, is a unique and popular Town of Hingham recreational amenity. It is unique in that there is a roof structure protecting the play surface from inclement weather conditions. This feature makes it the only Town of Hingham outdoor court that is protected by a pavilion.

     

    In-order to provide the Community Preservation Committee ("CPC") a complete and thorough application, the Recreation Commission funded a structural analysis (at a cost of $13,000) of the existing roof structure located above the basketball court. The report outlines how the roof structure does need repair work.

     

    This outdoor recreational court provides the opportunity for all Hingham residents and the Plymouth River School community to play basketball and a variety of sport activities in a safe environment. This RFQ to fully re-construct the basketball Court is supported by the 2020 Town of Hingham Athletic Field and Outdoor Court study.

    Evaluation Criteria

    • Relevant Experience (10 pts)

      Experience with engineering, designing, permitting and completing construction projects of similar size and complexity of the proposed project including specific experience with public construction in Massachusetts. Including Committees, Boards, Commissions and other stakeholders.

    • Quality of Work (10 pts)

      As determined by information on other projects on which the Engineer/Designer and the personnel has worked. The respondent should provide detailed information about previous projects that are similar to work described in the Project Scope.

    • Quality of References (10 pts)

      The Engineer/Designer must provide at least three (3) Massachusetts Municipal references in the last five (5) years that are able to comment substantively and positively on their experiences with the respondent.The Town reserves the right to use itself as a reference and to contract references other than those provided by the consultant and to perform further due diligence to determine eligibility.

       

    • Professional Qualifications (10 pts)

      The Project Team has the requisite knowledge and experience to perform the work described in this RFQ. In addition, the relevant personnel on the team have the professional licenses required to execute this project, including professional registration in the Commonwealth of Massachusetts of the Engineer/Designer and key personnel. The Engineer/Designer and any consultants must be familiar with Massachusetts public construction and all other applicable laws.

    • Capacity and Timeliness (10 pts)

      The project team appears to have the capacity to undertake this project in a timely manner.  

    • Responsiveness to the Project Scope, Quality and content of Application, including degree of completeness. (10 pts)

       The Project Team has demonstrated that it understands the requirements of the scope and has proposed a strategy for carrying out the work effectively.
