    Background

    The City of Edinburg is a Civil Service municipality that adheres to Texas Local Government Code Chapter 143 for all public safety hiring and promotion. To support department demands, the City administers approximately two entry-level and promotional exams for all ranks per department each year, or on an as-needed basis.

    Evaluation Criteria

    • Cost Proposal & Value (30 pts)

      The cost will be evaluated on the itemized breakdown of each exam, per-candidate, set-up or writing fee, study guides, answer key fees, delivery fees, credits for unused exams (entry level) and any additional costs.

    • Methodology & Compliance (20 pts)

      The vendor will provide their process for the creation of custom promotional exams using the City provided resource materials and explain the process of challenged questions.

    • Customer Service Support & Test Turnaround Time (30 pts)

      The vendor will provide detailed service framework, including response times for inquiries, their process for handling urgent issues, the dedicated team assigned to Edinburg and a timeline for the creation and administration of each exam. The support should also include a timeline when the City requests an exam and the turn around time for entry and promotional exams for Police & Fire. The vendor should include if there are additional fees for expedited requests. This information can be included on the questionnaire.

    • References (20 pts)

      Vendor will provide three (3) professional reference from municipal clients for whom they have developed similar police and fire exams within the past five (5) years.
