Release Date: Tuesday, December 23, 2025 RFQ Response Deadline: Friday, January 30, 2026, at 11:59 p.m. EST The Fund for Public Housing, Inc., d/b/a Public Housing Community Fund (PHCF), is requesting Qualifications and Pricing Information for the Pomonok Houses Splash Pad and Playground Project (the “Project”). Organizational Overview The Fund for Public Housing, Inc., d/b/a Public Housing Community Fund (PHCF), was founded as a nonprofit (501(c)(3)) organization in 2016 to support the New York City Housing Authority (NYCHA) and its residents. PHCF creates and leverages resources and relationships to enhance opportunities and quality of life for NYCHA residents while uplifting the importance of public housing to New York City. The Fund engages people and partners to build a stronger, more equitable city by investing in public housing communities. PHCF invests in programs focused on leadership development, financial empowerment, community health, and workforce training for NYCHA residents. Project Background This Project includes renovations to an existing playspace located adjacent to 67-20 Parsons Boulevard, Flushing, New York 11365, on the NYCHA Pomonok Houses campus in Queens. The Project is part of PHCF’s Connected Communities program and was designed through a community-led participatory process. Renovation of the existing splash pad and playground is anticipated to be completed by late spring 2026. Responsibilities of the Submitter Submitters will be responsible for preparing Qualifications and Preliminary Pricing for all aspects of the Pomonok playspace renovation, as outlined in the Pricing Package (Attachment 1) prepared by the project’s designer, Grain Collective (dated November 7, 2025). Qualified Submitters will be invited to submit full Proposals for the Project at a later date. As a federally funded project, all Submitters must demonstrate experience and capacity to comply with the following: Section 3 Labor Requirements, including reporting labor hours, with a minimum of: 25% of labor hours performed by Section 3 workers 5% of labor hours performed by Targeted Section 3 workers Buy America Preference (BAP) requirements for all iron, steel, construction materials, and manufactured products NYCHA health and safety standards, and all applicable U.S. Department of Housing and Urban Development (HUD) and Public Housing Community Fund rules and regulations, as outlined in Exhibits A, B, and C Qualification Requirements Relevant experience, including construction related to open space and/or playground renovations Prior experience working with NYCHA, another housing authority, or a governmental agency Prior compliance experience with federally funded projects, including Section 3 and BAP requirements Preferred Qualifications Minority-, Women-, and Veteran-Owned Business Enterprises (MWBE/SDVOB) Submission Requirements Cover Letter (maximum one page) Qualifications & Experience (maximum 10 pages), including: a. Company profile b. Relevant experience and qualifications c. Contact information for at least two (2) professional references d. Work samples from at least three (3) completed, relevant projects e. Certificate of Insurance and Bonding demonstrating compliance with NYCHA requirements (see Exhibit A) f. MWBE/SDVOB certification (if applicable) Preliminary Project Pricing and Proposed Approach (maximum 15 pages), including: a. Detailed preliminary project pricing identifying all assumptions, exclusions, or substitutions based on the Pricing Package (Attachment 1) b. Section 3 and BAP compliance overview c. Proposed project schedule d. Staffing strategy Resumes of Key Staff (maximum five pages) All submission components must be formatted with one-inch margins, single-spaced, and in a standard 12-point font. Submissions must be provided as one single PDF document.
