    Description

    The Housing Authority of the City of Vancouver (VHA) is issuing this invitation to bid with the intention of awarding a contract for the procurement of Prime Contracting Services, in accordance with RCW 39.26. A Contract may be awarded to the lowest responsive, responsible bidder. The VHA reserves the right to amend and modify this competitive solicitation. This project, commonly referred to as “Potomac Circle,” is financed through a 2024 Community Project Funding (CPF) Grant with funds obtained from the U.S. Department of Housing and Urban Development (HUD). The contract will be subject to regulations of the Departments of Labor and HUD. This is a Public Works project and will be required to meet Washington State prevailing wage rates and apprenticeship requirements. This project will NOT be required to meet Davis Bacon federal wage rates but will be required to meet Section 3 performance-based requirements of at least 25% of labor hours as well as 5% dedicated to Targeted Section 3 Workers and other federal requirements. For material procurement this project will be required to meet the Build America, Buy America (BABA) Act requirements for iron and steel products. If bidders have questions, clarifications or want to request modification to terms of the contract, they must provide these comments during the solicitation period, before the Questions / Clarifications Deadline. Submitted bids are considered acceptance of all requirements, obligations and responsibilities outlined in the contract and any addenda modifications.
