The Santa Clara Valley Transportation Authority (VTA) will be issuing an Invitation for Bids (IFB) for a Light Rail Transit Repair and Maintenance Job Order Contract (JOC) (Project).
Notice is hereby given that VTA is now soliciting Statements of Qualifications (SOQ) from bidders (Bidders) with construction expertise to furnish all labor, materials, tools, equipment, services, supervision, and incidentals necessary to repair and replace VTA's light rail systems infrastructure, including wayside equipment, which is necessary for rail service.
This Request for Pre-Qualification of Bidders is intended to solicit information in the form of a qualification questionnaire and qualification statements. All Bidders that intend to submit a bid for the Project must fully complete the Pre-Qualification Questionnaire, provide all materials requested herein, and be approved by VTA in order to be included on the final qualified Bidders list. No bid will be accepted from a Bidder that has failed to comply with these requirements. If two or more contractors submit a SOQ as part of a Joint Venture, or expect to submit a SOQ as part of a Joint Venture, each entity within the Joint Venture must be separately pre-qualified.
The contractor would support VTA in construction efforts to repair and replace VTA’s light rail systems. Examples may cover a combination of track, traction power and overhead contact system, signals and communications disciplines.

Each bid shall be accompanied by a certified cashier’s check, or bid bond, in the amount of 10% of the total bid price, payable toSanta Clara Valley Transportation Authority, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bidder shall guarantee the total bid price for a period of 60 days from the date of the bid opening.

The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to Santa Clara Valley Transportation Authority so that it is received within 14 working daysafter the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.

Is experience with other JOC-formatted Track Maintenance contracts preferable? b. Would systems-related experience be relevant, or is the scope of the Contract expected to be limited to track and civil works? Thank you for your questions, please find the VTA responses below: a. JOC-specific experience is not a requirement and will not be considered as part of the basis of award. Award will be made to the lowest responsive and responsible bidder based on lowest adjustment factor (Award Criteria Figure). While experience with the JOC procurement methodology may contribute to a bidder’s understanding of the Work, it is not required and will not be a factor in the basis of award. b. The scope of the Project includes rehabilitation of rail systems elements (including track, signal, overhead contact system, traction power substations, communication, etc.) and bidders should include similar construction experience in a railroad environment. The basis of award is the lowest adjustment factor (Award Criteria Figure) bid by a responsive and responsible bidder. Experience will be considered only for purposes of determining responsibility of the lowest bidder.
Q (Project delivery method / model):
A: Is the intent (per Page 6, Section B) that tasks will be issued and delivered via a design-build model? No, the intent is not to establish a design-build delivery model. Task Orders issued will typically include for scopes for maintenance, repair, and in-kind replacement work. The Contractor will be responsible for means and methods, field verification, and preparation of work plans necessary to execute the Work. The Contractor may be required to provide incidental design or detailing; however, it is not anticipated that VTA will issue any Task Orders requiring professional engineering or architectural design services.
