    Description

    SBMWD is prequalifying General Engineering “A” or “C-57” Well Drilling Contractors for the bidding of the Well Rehabilitation Assessment and Repair Project, anticipated to be bid as projects become available. The Contractor must be able to perform one of two requested services:1) Remove (“pull”) the well equipment and assess, review and evaluate the well performance, review equipment manufacture performance data provided by the SBMWD, review historical data, work closely with SBMWD staff to understand the well deficiencies and what is expected for complete repair of the well. Once the evaluation is complete, the Contractor shall provide a detailed written recommendation to resolve the issues with the well. The recommendation will include all labor, material, equipment, and tools necessary to make the recommended repairs along with the expected production output of the repaired well.2) Given the detailed scope of work for the repair of a well, the Contractor must complete the repairs and perform the start-up and commissioning process.All work will take place at one of the various well locations throughout SBMWD's service area, the Water Reclamation Plant (WRP), or at the Rapid Infiltration and Extraction Facility (RIX).SBMWD will review the submittals and determine which Contractors are prequalified. Each Contractor who submits a Prequalification Package will be notified in writing of the prequalification decision made based upon the Contractor's Submittal. SBMWD reserves the right to reject any and all prospective Contractors and to waive any and all irregularities or defects in any prequalification package.SBMWD anticipates maintaining a list of 3 to 5 prequalified contractors as a result of this solicitation. Prequalified Contractors will be provided with the Project Bid Documents on an as-needed basis. Each set of Bid Documents will involve groundwater well repair tasks but will be unique to each well needing assessing and/or repair. Prequalification does not exempt a Contractor from meeting each requirement of the Project Bid Documents.The prequalified list resulting from this RFQ shall remain valid for a period of one (1) year. Transmission of bids by any other means will not be accepted.
