    Description

    The NYS Office of Mental Health and Hutchings Psychiatric Center are seeking to procure, through an Invitation for Bid (IFB), a Contractor to provide Preventive Maintenance of Building Management System (BMS) and Ancillary Equipment at Hutchings Psychiatric Center located at 620 Madison St, Syracuse, NY 13210. The Program Work Plan with Preventative Maintenance Tasks, Equipment List, Schedule Matrix, etc. is located in Appendix D of the Contract Boilerplate. Interested Vendors should review the Contract Boilerplate and IFB document for further information. Included with these documents is a Bid Quote Sheet in Excel format that should be used to submit your bid. A Mandatory site visit will be held on Tuesday, February 17, 2026, at 9:00 AM EST. Interested bidders are to sign in at the main entrance. Site visit registration can be accomplished by completing and sending the Site Visit Registration Form (Attachment B of the IFB) no later than February 13, 2026, at 3:00 PM EST. NOTE: There is a renovation project underway for Building 2 that will replace all existing BMS equipment. The new BMS equipment, as noted and listed in Appendix D, Exhibit B, Equipment List, will begin coverage for Preventive Maintenance, and/or Corrective Action Based Maintenance and Time and Material (T&M) repair under the terms of this contract upon substantial completion, expected to occur in April 2027 (Year 1 of this contract). Questions from bidders attending the site visit are to be submitted by February 24, by 3:00 PM EST per the instructions in the IFB. Questions and Answers will be sent to all bidders attending the site visit, as well as posted to this ad, on or before March 3, 2026. Bids are due no later than 3:00 PM EST on Tuesday, March 10, 2026. Please check the Contract Reporter website frequently for updates. Any documentation regarding this procurement will be posted. There are no Minority and Women Business Enterprises (MWBE) Participation Goals for this contract. There are no Service-Disabled Veteran Owned Businesses (SVDOB) Participation Goals for this contract.
