    BACKGROUND: The Tompkins County Department of Social Services (hereinafter the "Department") provides Mandated Preventive Services to support youth ages 7–18 and their families who are at risk of foster care placement, including situations where removal from the home may be considered. These services are designed to strengthen family functioning, promote safe and healthy home and community environments, and support youth safety, permanency, and well-being. Mandated Preventive Services play a critical role in preventing foster care placements while helping families build the skills, supports, and connections they need to remain intact. Services are delivered in partnership with schools, community organizations, informal supports, and other service providers to maximize youth opportunities for long-term stability, growth, and community integration. PURPOSE OF REQUEST: The Department is seeking qualified applicants (hereinafter the “Applicant”) to deliver community-based preventive services to youth ages 7–18 and their families who are referred by the Department. The Preventive Services for Youth Program (formerly the Dispositional Alternatives Program, or DAP) is designed to prevent foster care placement, strengthen family functioning, and support youth and families in achieving measurable improvements in safety, stability, and community integration. Eligible youth and families are those at risk of foster care placement and who may require support for behavioral, social, or mental health challenges. The Applicant must demonstrate the ability to initiate services promptly upon contract execution, including timely intake, referral processes, and deployment of staff to begin delivering programming without delay. This funding opportunity will begin June 1, 2026, and continue through December 31, 2026. It may be renewable based on performance and available funding upon mutual written agreement.
