Letters of Interest are invited from qualified firms for the potential development and construction of a new Health and Human Services Building with commercial/residential mixed-use for Washington County, located in West Bend WI. Washington County is seeking letters of interest from interested private sector real estate development firms who may be interested in a private/public partnership development opportunity with Washington County to construct a mixed-use building to include a Health and Human Services (HHS) facility within the County. The facility could be constructed at either a location on County lands east of the existing Herbert J Tennies Government Center building located at 432 East Washington Street, West Bend WI 53095, or the redevelopment of an existing building adapted for re-use or at another parcel within the County. Through this RFI, Washington County is seeking submissions from real estate development entities with development plans that may be compatible with this project. The developer would design and construct the building; however the HHS portion of the building may be built out completely by the developer or possibly build just a “white box” where the County’s architectural firm would complete the interior design and the County would bid out the interior construction. Site improvements shall be incorporated into the developer’s construction costs, with the exception of the water lateral to the Sheriff’s Department shall the County Campus site be selected. Interested partner firms would provide services and develop project documents that encompass this project to the County’s satisfaction with a completion date for the plans and specifications by June 30, 2027, with construction bidding to follow shortly thereafter. Completion of the building and site improvements must be done by March 30, 2029.
