    Project Name: Behavioral Health Services Act Individual Placement and Support Model of Supported Employment Date: 01/16/2026 Description: Marin County Behavioral Health and Recovery Services (BHRS) seeks proposals from qualified providers to establish and operate an Individual Placement and Support (IPS) Model of Supported Employment program beginning in July 2026, as part of the County’s implementation of the Behavioral Health Services Act (BHSA) and the DHCS BH-CONNECT initiative. The IPS program will be integrated into outpatient behavioral health services, including Full-Service Partnerships, and will support individuals with significant mental health, substance use, and co-occurring conditions in obtaining and sustaining competitive employment using an evidence-based, fidelity-driven approach. The selected contractor must meet all BHSA, Medi-Cal, DHCS, and County requirements, including participation in the Medi-Cal Behavioral Health Delivery System, consistent billing of Medi-Cal and commercial insurance when applicable, compliance with provider standards and cultural competency requirements, and participation in County and state monitoring and oversight. Only one proposal per proposer will be accepted, with collaborative proposals permitted when they demonstrate strong partnerships and avoid duplicative services.
