    Description

Project Name: Peer Support/Peer Drop-In Services Date: 3/6/2026 Description: The County of Marin is seeking a qualified provider to operate two integrated behavioral health components: a Peer-Run, recovery-oriented Early Intervention Drop-In Program in San Rafael and Fee-For-Service Medi-Cal billable Peer Support Services. The contract is anticipated to begin July 1, 2026, for a one-year term, with the option to extend up to four additional one-year periods based on performance and funding availability. The drop-in program will offer a welcoming, low-barrier space for adults experiencing early or ongoing mental health challenges, including those with co-occurring substance use disorders, homelessness, trauma, or other complex needs. Services will promote resilience, empowerment, racial equity, and community integration, with programming available in both English and Spanish and inclusive outreach to underserved communities. Funding includes up to $500,000 in the first year for Specialty Mental Health Peer Support Services reimbursed on a Fee-For-Service basis, and approximately $530,000 for Early Intervention drop-in services reimbursed through a tiered daily rate structure. Peer Support Services must be delivered by certified Peer Support Specialists and documented in SmartCare in accordance with Medi-Cal requirements. The program emphasizes recovery-focused, culturally competent, and strength-based services designed to reduce crisis service utilization and improve participant wellness and connection. The selected provider will be responsible for required supervision, reporting, outcome measurement, and ongoing evaluation to ensure accountability, equity, and alignment with County and State standards.
