    SCOPE OF WORK: The City is seeking an Architectural/Engineering team to provide a facility assessment and corresponding engineer’s opinion of probable cost (EOPC) for the existing Empire Electric Association office building with two possible use cases: (1) to house City administration or (2) for use as the City’s Police Department. In the facility assessment, the vendor shall include the necessary facility upgrades in their probable costs. These improvements are likely to include: new partitioning and finishes, upgrading the HVAC system, modifying electrical framework, reroofing the building, enhancing the security features, and updating access control based on the new layout. The building is located at 801 North Broadway, Cortez. Answers to all questions or requests for additional information will be issued in the form of an Addendum, which will be issued no later than 5:00 PM, December 19, 2025. Addenda, if any, may address additions to, deletions from, or changes to the requirements of the project or contract documents. Respondents shall acknowledge receipt of each Addendum in their submission, and each Addendum shall be considered part of the contract documents. If a respondent fails to acknowledge receipt of any Addendum, it shall render a submission incomplete.
