The firm selected pursuant to this solicitation shall provide comprehensive professional services for the demolition of the existing structure and the design and construction of a replacement banquet facility.The scope of work shall include, without limitation, the preparation of a complete PS&E package utilizing the City’s standard boilerplate specifications and shall encompass the design and construction of a new multi-purpose event venue of approximately twelve thousand (±12,000) square feet, capable of accommodating banquet seating for approximately five hundred (±500) persons and auditorium-style seating for approximately seven hundred (±700) persons.The project scope includes the demolition of the existing Hall, amphitheater, restroom facilities, and associated parking areas. It also entails undergrounding the storm drain channel located behind The Hall, followed by grading the area above the channel to accommodate additional parking. The plan further incorporates the construction of a new storage yard featuring a metal storage building of approximately 3,000 square feet, equipped with bay doors for equipment housing.In addition, the design will include the reconstruction of the parking lot, renovation of exterior restrooms, and rebuilding of interior roadways to ensure full functionality and compliance with all applicable standards.All work shall be performed in strict compliance with all applicable federal, state, and local laws, regulations, and ordinances, including but not limited to those enforced by Riverside County and the City of Norco. The awarded firm shall ensure adherence to the California Building Standards Code (Title 24), the Americans with Disabilities Act (ADA), Storm Water Pollution Prevention Plan (SWPPP) requirements, Water Quality Management Plan (WQMP) standards, and any other governing codes, statutes, and regulations applicable to the design and construction of public facilities. All plans and specifications shall bear the seal and signature of a State of California Licensed Architect and a State of California Registered Professional Engineer. Furthermore, the architectural firm awarded under this RFP shall collaborate with City staff and the Ingalls Subcommittee in the development of the conceptual and construction drawings for the facility as the design process advances.
