    Description

    The City of Costa Mesa, California (City) is soliciting a Request for Proposals (RFP) for the selection of an Architectural / Engineering firm for design installation of the City Hall emergency generator and diesel fuel tank and the Communications Center emergency generator, diesel fuel tank, automatic transfer switch, and manual transfer switch.The project work requiring architectural design services include:• Confirming operational requirements• Full hazardous materials survey and abatement plan for, but not limited to, existing diesel in storage tanks• Demolition and removal plan including procedure for disposing of existing generators, diesel tanks and fuel, automatic transfer switch, and all other miscellaneous electrical, piping, and materials being removed. This may include the demo and removal of the existing concrete pads and some of the surrounding material if deemed not structural sufficient for the proposed equipment.• Installation plan for emergency generators, fuel tanks, manual transfer switch, and automatic transfer switch. This shall include, but not be limited to, electrical plans, mechanical plans, plumbing plans, and structural plans as well as plans for a fire suppression system for both generator systems. This will require a building permit (commercial addition/alteration) for electrical, plumbing, mechanical, and structural as well as a flammable and combustible liquids permit, and a demolition permit.• Environmental Site Assessment (if required). Environmental, zoning, and safety assessments for air emissions, fuel storage, and local codes.• Fire suppression system design plans for both locations.• Architect shall have all four (4) concrete pads structurally evaluated to determine if they are suitable for removal of existing generators and fuel tanks and installation of proposed generators and fuel tanks. If the concrete pads are deemed unsuitable by the respective parties (structural engineer), then the architect will be required to redesign new reinforced concrete pads to accommodate the proposed equipment.
