    The City desires to engage a qualified professional consultant to prepare a Citywide Vision Zero Action Plan (VZAP). The City was awarded $280,000 in federal funding through the Safe Streets and Roads for All (SS4A) program Planning Grant, supplemented by local matching funds, to develop a comprehensive, data-driven strategy to reduce and ultimately eliminate roadway fatalities and serious injuries for all roadway users. The completed Plan will satisfy all requirements of the SS4A Comprehensive Safety Action Plan, establish a framework for prioritizing future safety improvements, and position the City to pursue future SS4A Implementation Grants and other transportation safety funding opportunities.

    Evaluation Criteria

    • Qualification and Experience of Firm (20 pts)

      Technical experience and demonstrated competence in providing Vision Zero planning, Comprehensive Safety Action Plans, transportation safety analyses, community engagement, and related services. The firm's organizational capacity, availability of technical resources, quality assurance/quality control procedures, and ability to successfully deliver projects of similar scope and complexity, including projects that advanced into implementation or funding, will be considered.

    • Staffing and Organization (30 pts)

      Qualifications, availability, and relevant experience of project staff, particularly “key personnel", especially the Project Manager, including their relevant past experience. Key personnel's level of involvement in performing related work cited in " Qualifications of Personnel" section; adequacy of labor commitment; vision zero related experience; community engagement experience; and demonstrated success delivering similar projects. Continuity of key personnel and clarity of assigned roles and responsibilities.

    • Overview and Approach (20 pts)

      Depth of Proposer’s understanding of the City’s requirements and overall understanding of Vision Zero Planning Project development requirements as outlined in this RFP. Evaluation will consider the technical approach, methodology, project controls, schedule, QA/QC procedures, implementation readiness, and ability to produce practical and actionable recommendations.

    • Public Outreach Experience (20 pts)

      Demonstrated experience in strategically engaging stakeholders and incorporating community input into the planning process, particularly underserved populations, vulnerable roadway users, schools, and community-based organizations.

    • Client References (10 pts)

      Consultant's responsiveness, technical competence, communication, schedule adherence, budget management, quality of work products, and ability to deliver actionable recommendations.
