    Justification:
    Putnam County School District is seeking professional development services focused on customer service, conflict resolution, communication, and stakeholder engagement for district and school-based staff. The training is intended to provide practical strategies for managing challenging interactions, improving communication with parents and community members, strengthening customer service practices, and enhancing overall stakeholder relationships within a K-12 educational environment.

    The District is interested in training services that incorporate interactive learning opportunities, real-world scenarios, role-playing exercises, de-escalation techniques, and other proven methods designed to improve staff confidence and effectiveness when addressing difficult situations. The desired outcome is to strengthen communication, improve stakeholder experiences, and support a positive and collaborative culture throughout the District.

    This notice is being posted to determine whether other qualified vendors can provide substantially equivalent training services. Vendors that offer comparable customer service, conflict resolution, communication, and stakeholder engagement training specifically tailored to K-12 educational organizations are encouraged to respond.

    Putnam County School District intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c).  Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Authority.  This is not a solicitation, and there is not a solicitation available.

     A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the Putnam County School District, even though other competitive sources may be available.  A Single Source Procurement is a non-competitive procurement method.

     All are encouraged to notify the Purchasing Agent (Agent), stating their company/agency name, address, contact name, contact email, and a statement regarding their capability to provide the requested goods or services.  All responses must be in writing, submitted electronically via the e-Procurement Platform ("Platform"), by 12:00 am on Wednesday, June 24, 2026.

      The District will evaluate the proposer's ability to provide competitive, reasonable, and cost-effective pricing for the services requested. Pricing shall be clearly presented and sufficiently detailed to allow the District to determine the total anticipated cost of services.

      Proposals offering the greatest overall value to the District, considering both cost and scope of services provided, will receive the highest scores. Failure to provide complete, transparent, and itemized pricing may result in a reduction of points.

    • Evaluation Criteria – Comprehensive Solution and Service Offering (20 Points) (20 pts)

      The District prefers proposers that demonstrate the ability to provide a comprehensive and integrated professional development solution. Preference may be given to firms that offer a broad range of services, resources, delivery methods, and support capabilities that can meet the District's current and future professional development needs through a single provider relationship.

      The District will evaluate each proposer's ability to provide a well-rounded service offering, including training, facilitation, consulting, coaching, leadership development, customized programming, and other related professional development services. Proposers demonstrating strong organizational capacity, flexibility, and the ability to support multiple employee groups and departments may receive higher scores.

      Preference may be given to proposers that demonstrate flexibility, customization capabilities, and the ability to adapt services to support various employee groups, departments, schools, and organizational objectives. Proposals that clearly articulate anticipated outcomes, implementation strategies, and overall value to the District may receive higher scores.

      Consideration will be given to the proposer's demonstrated experience providing services to educational institutions, governmental agencies, public sector organizations, or similarly sized organizations. The District will evaluate the qualifications of key personnel, organizational resources, relevant project experience, and the proposer's ability to effectively plan, coordinate, and deliver services.

      References may be contacted to verify performance history, reliability, responsiveness, professionalism, quality of services, and overall client satisfaction. Preference may be given to proposers demonstrating successful performance on projects of similar size and scope, particularly those involving public agencies, educational institutions, or large organizations.

      The District reserves the right to consider financial stability, organizational capacity, resource availability, and overall ability to successfully perform the services contemplated under this solicitation.

Consideration may be given to a proposer's local presence, regional resources, availability of personnel, and ability to provide timely assistance when requested by the District.

      The evaluation will consider the proposer's ability to effectively support District operations, maintain communication, respond to District needs, and provide services in an efficient and timely manner. Proposers should clearly identify their service area, primary office location, available resources, and support capabilities.

      1. Pursuant to Section 448.095, Florida Statutes, Contractor shall register with and use the U.S. Department of Homeland Security's E-Verify system to verify the work authorization status of all employees hired during the term of this Agreement and must, upon request, provide evidence of compliance with this provision.

      2. Subcontractors

        1. Contractor shall also require all subcontractors performing work under this Agreement to use the E-Verify system for any employees they may hire during the term of this Agreement.

        2. Subcontractors shall provide Contractor with an affidavit stating the subcontractor does not employ, contract with, or subcontract with an unauthorized alien, as stated in Section 448.095, Florida Statutes.

        3. Contractor shall provide a copy of such affidavit to the School Board upon receipt and shall maintain a copy for the duration of the Agreement.

      1. Failure to comply with this provision is a material breach of the Agreement, and School Board may choose to terminate the Agreement at its sole discretion. Contractor may be liable for all costs associated with School Board securing the same services, inclusive, but not limited to, higher costs for the same services.

      2. It is the responsibility of the vendor/contractor to insure compliance with E-verify requirements (as applicable). To enroll in E-Verify, employers should visit the E-Verify website (https://www.uscis.gov/e-verify) and follow the instructions. The employer must retain the 1-9 Forms for inspection. By affixing your signature below you hereby affirm that you will comply with E-Verify requirements.

    • Business/Corporate Experience (required)

    • Prime Vendor (required)

      This is to certify that the Successful Proposer will act as the Prime Contractor to the District for all services provided under the Contract(s).

    • Meets Legal Requirements (required)

      This is to certify that the Proposer’s Proposal and all services provided under the Contract will be compliant with all laws, rules, and other authority applicable to providing the services, including, but not limited to, Florida’s Open Government laws (Article I, Section 24, Florida Constitution, Chapter 119, F.S.). 

       

    • Financial Disclosure (required)

      This is to certify that the Proposer has disclosed in their Proposal all suspensions, revocations, bankruptcies, judgments, or liens in the last five (5) years.

    • Federal Debarment (required)

      This is to certify that neither the Proposer nor its principles are currently disbarred, suspended, proposed for disbarment, declared ineligible, or voluntarily excluded from participation in this solicitation by any Federal department or agency. 

       

    • Conflict of Interest (required)

      Per Section 1001.42(12)(i), F.S., this certifies that no member of the Putnam County School Board or the Superintendent has any financial interest in the Proposer whatsoever.

       

    • Statement of Non-Disclosure (required)

       

      This is to certify that none of the contents of this Proposal have been disclosed before award, directly or indirectly, to any other Proposer or competitor.

       

    • Statement of Non-Collusion (required)

      This is to certify that the proposed costs in this Proposal have been arrived at independently, without consultation, communications, or agreement as to any matter relating to such costs with any other Proposer or with any competitor, and not to restrict competition.

    • Scrutinized Companies Certification (required)

      The Proposer certifies they are not listed on the Scrutinized Companies that Boycott Israel List, created under Section 215.4725, F.S., and they are not currently engaged in a boycott of Israel. If the resulting Contract exceeds $1,000,000.00 in total, not including renewal years, the Proposer certifies that they are not listed on either the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List created under Sections 215.473, F.S., and 215.4725, F.S., and further certifies they are not engaged in business operations in Cuba or Syria.       The award hereunder is subject to the provisions of Chapter 112, Florida Statutes. All proposers must disclose with their proposal the name of any officer, director, or agent who is also an employee of the School Board. Further, all proposers must disclose the name of any employee who owns, directly or indirectly, an interest in the proposer’s firm or any of its branches. The proposer shall not compensate, in any manner directly or indirectly, any officer, agent, or employee of the School Board for any act or service that he/she may do, or perform for, or on behalf of any officer, agent, or employee of the proposer. No officer, agent, or employee of the School Board shall have any interest, directly or indirectly, in any contract or purchase made, or authorized to be made by anyone for, or on behalf of the School Board. The proposer shall have no interest and shall not acquire any interest that shall conflict in any manner or degree with the performance of the services required under this RFP. 

       

      By submitting this proposal, the authorized agent, acknowledges and certifies all portions of this proposal and agree that our firm will comply with all other terms, conditions, and requirements made by the School Board of Putnam County.

       

    • PUBLIC ENTITY CRIMES STATEMENT (required)

      By submitting this proposal Authorized Representative certifies that  understands that as defined in Florida Statues 287.133 (1) (b):

      Pursuant to Section 287.133, Paragraph (2)(a), Florida Statutes, a person or affiliate who has been placed on the convicted vendor list following a conviction for public entity crime may not submit a proposal on a contract to provide any goods or services to a public entity, may not submit a proposal on a contract with a public entity for the construction or repair of a public building or public works, may not submit a proposal on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier subcontractor or consultant under a contract with any public entity and may not transact business with any public entity in excess of the threshold amount of thirty-five thousand dollars ($35,000) provided in Section 287.017, Florida Statutes, for a category two for a period of thirty-six (36) months from the date of being placed on the convicted vendor list.  By completing this form your firm is certifying that they are not and have not been placed on the convicted vendor list now or within the past thirty-six (36) months.
