    Notice is hereby given that the City of Washougal (“City”) is soliciting proposals from consultants for professional services as follows: • Compliance support for the Phase II NPDES MS4 permit, including, but not limited to, o On call stormwater support o New Stormwater Management Action Plan (SMAP) for at least one new high priority catchment (due by 03/31/27) o Tree canopy assessment (due by 12/31/26) o MS4 mapping requirements, using GIS (due by 03/31/28) o GIS general support

    • Completeness of response to the RFP requirements (1 pts)

      Responses to this RFP must be complete. Responses that do not include the proposal content requirements identified within this RFP and subsequent addenda, will be rated a Fail in the Evaluation Criteria and will receive no further consideration. Responses that are rated a Fail and are not considered may be picked up at the delivery location within 14 calendar days of contract award and/or the completion of the competitive process.

    • Experience (40 pts)
      • Years of experience of firm and/or its principals as design professionals.
      • Broad character and scope of past projects.
      • Experience of proposed key personnel
    • Analysis (30 pts)
      • Originality, creativity, and soundness of approach to projects
      • Demonstrate management and organizational ability as it relates to time management, scheduling, City staff/client relationships, etc., and the ability to meet deadlines.
      •     Ability to execute complete, clear and concise reports and produce a quality work product.
    • General (30 pts)
      • Size of firm and available staff as appropriate for the required services.
      • General comprehension of the potential assignments and responsiveness to the design service requirements.
      • Demonstrated understanding of proposed project and scope elements.
      • Firm reputation as it relates to principles, credibility, and attitude.
    • Interviews - Optional (10 pts)

This solicitation for Consultant Services does not obligate the City of Washougal to pay any costs incurred by respondents in the preparation and submission of a Proposal. This solicitation does not obligate the City of Washougal to accept or contract for any expressed or implied services. Furthermore, the City of Washougal reserves the right to award the contract to the next most qualified Consultant if the selected Consultant does not execute a contract within thirty (30) days after the award of the proposal.
