The County of Orange (County) is requesting Statements of Qualifications (SOQ) from interested and qualified firms “Respondent(s)) to provide design and construction services for the Project referenced above (“Project”), to be delivered via Progressive Design-Build (PDB).

The DBE shall be either a B-Licensed General Contractor or a lead design firm which will serve as the “Designer-in-Charge,” as defined in California Building Code, or a joint venture firm comprised of both. The DBE shall serve as the prime contracting entity, which shall be clearly identified in the SOQ. If the Respondent can perform only one of the two functions described above, Respondent must identify in its SOQ the firm that will fulfill the other function. For example, if the Respondent is a B-Licensed General Contractor, Respondent must identify the firm it will subcontract with to perform the function of the lead design firm which will serve as the “Designer-in-Charge” in its SOQ. This firm will be referred to as a member of the Design-Build Team (DBT) and shall be afforded protections described in PCC §22185.6(a).
Respondents may, but are not required to, include engineers, other design firms, and/or special consultants, in their SOQ submission. These firms will also be referred to as members of the DBT and shall be afforded protections described in PCC §22185.6(a).
RFQ #080-2980301-SV and RFP #080-2974103-SV are both solicitations relating to Juvenile Hall Redevelopment Phase II. The respective contractors that will be awarded contracts resulting from these solicitations must be independent of each other as each contractor has its own role in the project. Therefore, interested contractors or subcontractors are only permitted to respond to or be involved with one solicitation. If a contractor or subcontractor is found to be involved with a response to both Juvenile Hall Redevelopment Phase II solicitations, all bids including that contractor or subcontractor shall be automatically disqualified from consideration for award of a contract from these solicitations.
