The Fire Protection District intends to contract for and deliver this project by way of a progressive design-build method. The Design-Build Entity (DBE) is defined as a single business entity (e.g., corporation) or a collection of separate business entities (e.g., partnership or joint venture) that will provide all services necessary to complete planning, design, management, and construction for the modular addition/expansion of two existing Fire Protection District Fire Station sites. The Project will be located at the Boulder Bay Fire Station, 39690 Big Bear Boulevard, and the Moonridge Fire Station, 42610 Rathbun Drive.In accordance with the provisions of Public Contract Code Section 22164, the Big Bear Lake Fire Protection District is utilizing a two-step process to prequalify, select and award a contract to a DBE for the Modular Fire Station Addition Project (“Project”). This is the first step (“Phase 1”) in the process in which the City is issuing this RFQ and Prequalification Package. The City will score and rank all submittals. DBEs with the three (3) highest scores will be eligible to advance to the second step in the process (“Phase II”) which will be the issuance of a Design-Build Request for Proposal (RFP). DBEs scoring below the three (3) highest scores will be notified in writing that they are not eligible to participate in Phase II regarding the RFP process.
