    Under the progressive design-build (“PDB”) approach, the District will engage a single Progressive Design-Build entity (“PDBE”) to provide design, preconstruction, and construction services in two distinct phases. The process emphasizes early collaboration, open-book cost transparency, and shared risk during design development, followed by a negotiated Guaranteed Maximum Price (GMP) or other agreed-upon commercial terms prior to construction.The District will first contract with the selected PDBE for Phase One (1) services (Design andPreconstruction). During this stage, the PDBE will collaborate closely with the District to refine the design, establish scope, validate budgets, and develop the GMP or other mutually agreed-upon commercial terms.The District will authorize Phase Two (2) (Construction Services) through an amendment to the Agreement only after Phase One (1) is satisfactorily completed and the District, in its sole discretion, has accepted the GMP or other agreed-upon commercial terms. If the District does not accept the proposed GMP, the District reserves the right to terminate the Agreement for convenience, negotiate a revised GMP, or pursue an alternative delivery method for Phase 2, with the PDBE compensated only for Phase 1 services satisfactorily performed.The new building will be located at Fresno City College’s West Fresno Center campus at 600 E Church Ave. It is expected to include a culinary lab, a café including a kitchen/food preparation area, a small gym and weight room, generic multidisciplinary labs, faculty and staff office and study and lounge spaces.
