    Notice to Bidder Bid No. 209527420: The State University of New York at Empire State University will receive sealed bids for project number 401041 titled Rehabilitate 111 West Conference Center until 1:00 PM local time on March 4, 2026, at 113 West Avenue, Saratoga Springs, New York in Room 137, where such proposals will be publicly opened and read aloud. SUNY Empire State University is seeking a responsive and responsible contractor to renovate approximately 20,000 SF of an existing 59,000 SF building into a new conference center. The existing building is steel frame construction with a masonry exterior. The scope of services will include but not limited to the following: demolition of interior walls and surfaces; construction of new interior walls and finishes; modifications to electrical, lighting, and plumbing systems; expansion of existing geothermal systems and a new HVAC system. All work on this Contract is to be completed within 480 days after the date of the Notice to Proceed. Bidders who register as a plan holder may obtain the bid documents using the following options: 1. For a fee of ten dollars ($10), receive an electronic download. 2. For a fee of ten dollars ($10), receive a thumb drive. 3. Complete physical sets of the bid documents are available at the bidder’s expense. 4. For certified Minority Owned, Women Owned, and Service Disabled Veteran Owned Businesses, fees will be waived. A walkthrough and pre-bid meeting will be held on February 4, 2026, at 1:00 PM. Attendees shall assemble at the front entrance of 111 West Avenue, Saratoga Springs, NY 12866. Attendance is not mandatory but is strongly encouraged. No individual or additional walkthroughs will be provided. Failure to attend a walk through shall not be the cause for extra payment. Pursuant to State Finance Law §139-j and §139-k, this solicitation includes and imposes certain restrictions on communications between the University and potential bidders during the procurement process. Failure to adhere to this provision may result in the disqualification under the NYS Procurement Lobbying Act. Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid. Bids delivered by mail, courier, messenger, and other means outside of attending the bid opening, must be delivered in accordance with the Information for Bidders and delivered to Attn: Willie Leong, Empire State University, 111 West Avenue, Saratoga Springs, New York 12866. Responses received after 1:00 PM local time on March 4, 2026, will not be accepted. It is the Bidder’s sole responsibility to manage their delivery method. Empire State University shall not be held liable for late or misdirected deliveries. Bidders are strongly encouraged to allow ample time for these types of deliveries. It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. A Project Labor Agreement (PLA) has been adopted for this project. This agreement openly promotes bidding from all contractors – union and non-union. The low bidder must execute and abide by the terms of the project-specific Project Labor Agreement. This project Labor Agreement also impacts acceptable staffing patterns of the project. The PLA should be read in its entirety by all potential bidders prior to submitting a proposal. The State University of New York reserves the right to reject any or all bids.
