    Description of Goods or Services to Be Bid The Metropolitan Transportation Authority (“MTA”), acting by and through MTA Construction and Development Company (“MTA C&D”), seeks to engage a Project Management Consultant (“Consultant”) to provide project management, construction management, design compliance, commissioning oversight, and special inspection services to administer, manage, oversee, and coordinate the design and construction of the Westbound Bypass Project (the “Project” or the “WBBY Project”). This WBBY Project entails the design and construction of a new single-track undergrade box structure, including associated infrastructure and appurtenances, traversing below two (2) vital tracks in Long Island Rail Road’s (“LIRR”) Harold Interlocking located in Queens County between LIRR’s Woodside Station and Amtrak’s East River Tunnels. Auxiliary work includes construction of new retaining walls, crack and spall repair for existing structures at certain locations, installation of new track, switches, and power infrastructure, the installation of one (1) signal bridge and other signalization infrastructure, one (1) new communication hut, and a new pump station within Harold Interlocking.
