    Zone 7 Water Agency desires to hire a qualified and reliable consultant to provide professional project management services to plan, administer, and oversee a portfolio of Zone 7 infrastructure, construction, and repair projects. Proposals must be submitted through the E-Procurement Portal at https://procurement.opengov.com/portal/zone7water, no later than 2:00 pm on Thursday, June 18, 2026.

    Background

    Zone 7’s mission is to deliver safe, reliable, efficient, and sustainable water services. Imported water from the State Water Project makes up approximately 80 percent of Zone 7’s water supply, with the remainder coming from groundwater (primarily artificially recharged from imported water) and local surface water runoff captured in Lake Del Valle. Zone 7 provides wholesale treated potable water to retailers in the Livermore-Amador Valley, serves treated water directly to a small number of direct retail customers, and serves untreated water to some agricultural customers.

    Evaluation Criteria

    • General response to the RFP (15 pts)

      General response to this RFP; adherence to submittal formatting and content requirements; understanding of Zone 7 project requirements, goals, and objectives.

    • Team Experience (20 pts)

      Experience in providing project management for work similar in nature; key personnel’s level of involvement performing related work; adequacy of labor commitment; concurrence in the restrictions on changes in key personnel; experience working with water supply public agencies and/or municipalities; experience managing water and/or wastewater treatment plant projects; record of completing work on schedule; strength and stability of the firm. Experience with public agencies will be prioritized over private companies.

    • Project Manager Qualifications and Expertise (30 pts)

      Professional qualifications and relevant experience of the proposed project manager and any additional key team members; emphasis will be on individuals’ track record in managing projects of similar nature, and their technical and managerial capabilities, familiar with application regulations or processes, and commitment/availability to the Agency’s assignments. Experience with public agencies will be prioritized over private companies.

    • Approach (25 pts)

      Demonstrated understanding of the project requirements; comments and/or suggestions on scope and project approach as outlined in the scope of work; proposed project schedule and deliverables; quality and feasibility of the proposed project management approach, including methods for ensuring timely response, cost control, quality assurance, and effective communication with Agency staff and stakeholders.  Zone 7’s preference is to consolidate project management across the portfolio under as few firms as practicable to minimize coordination overhead and ensure consistency in project management practices, reporting, and integration with Agency staff. Accordingly, evaluators will favorably consider Proposals that demonstrate the ability to provide integrated project management across a meaningful portion of the project portfolio identified in Attachment C.
