The first critical work is the gathering of data about CBJ business processes and requirements. The required effort is the development of a precise set of requirements and technical specifications for a City issued RFP solicitation for both, an Electronic Document Management System (EDMS) and a multifaceted Enterprise Resource Planning (ERP) system for the CBJ. The final part of the assigned work would be the project management of the implementation and integration of both City selected systems. CBJ anticipates that portions of the project will be completed simultaneously. To be considered a highly qualified Project Manager or Contractor, you or your firm must be very familiar with governmental, financial and personnel processes as well as the associated systems available to assist in the performance and management of those activities. The awarded Contractor must be able to provide project management services throughout the business process/requirements gathering, solicitation, implementation, integration, data migration, testing, report development, training services, go-live and post go-live with support of CBJ Staff. The CBJ intends to contract with a responsive and responsible, Contractor who provides the most advantageous pricing, depth of experience and capacity of project management services. Requests must be received a minimum of seven (7) business days prior to the solicitation deadline. Any changes to CBJ issued documents will be in the form of an addendum to the solicitation and will be issued as promptly as possible to all plan holders. Minimum Qualifications: CBJ is seeking Contractors with the following minimum qualifications: Located in North America and can provide consultation during CBJ work hours. Able to offer unhindered and rapid response solutions for entities located in the Alaska Time Zone. Substantial documented experience with mid-to-large governmental organizations providing same services. Significant documented experience that demonstrates capabilities to create productive and goal centric projects for similar-sized cities and governmental organizations, on time and within the decided budget. Review of General Terms & Conditions, Insurance & Contract: This RFP includes specific requirements outlined in ATTACHMENTS A, B and C. Proposers should review these documents thoroughly. The successful Contractor is expected to comply with these requirements and will be required to execute the standard CBJ contract upon award. Noncompete Requirement: To ensure that the data derived from this solicitation is unbiased, independent and best meets CBJ needs, Contractors responding to this RFP for Project Management would be prohibited from responding to the product solicitations (provision of new EDMS or ERP system/software).
